13 ministries, branches and sectors using public investment capital

The Decree specifies the sectors and fields using public investment capital. Accordingly, public investment capital is allocated to public investment subjects according to the provisions of the Law on Public Investment and is classified by sectors and fields:

1- National Defense: Tasks, programs, projects in sectors and fields serving national defense goals, cryptography, response to natural disasters and search and rescue of specialized central and local units according to decentralization; bomb, mine and explosive clearance work, development of dual-use defense industry, housing for the people's armed forces purchased or invested in construction by the Ministry of National Defense.

2- Security, order and social safety: Tasks, programs and projects in sectors and fields serving the goals of security, order and social safety, fire prevention and fighting, crime investigation and prevention, criminal enforcement, response to natural disasters and search and rescue of central and local specialized units according to decentralization, housing for the people's armed forces purchased or invested in construction by the Ministry of Public Security.

3- Education and vocational training: Tasks, programs, and investment projects to build infrastructure, facilities, and equipment to serve the goals of education, training, and vocational education at all levels from preschool to university and continuing education; investment in training facilities for cadres of ministries, central and local agencies.

4- Science and technology: Tasks, programs, investment projects in building infrastructure, facilities, equipment, technology to serve the development goals of science, technology, experiments, experiments, analysis, inspection, testing, standards - measurement - quality, intellectual property, atomic energy, nuclear energy and new types of energy, radiation and nuclear safety, scientific and technological information and statistics, specialized design in the fields of natural sciences and engineering, application and transfer of technology, semiconductor microchips, artificial intelligence; innovation centers, research and development, support for industrial development, high-tech zones, high-tech agricultural, forestry and fishery zones.

5- Health, population and family: Tasks, programs, investment projects in building infrastructure, facilities, investing in equipment to serve health goals including preventive medicine, medical examination, treatment, rehabilitation, medical examination, forensic medicine, forensic psychiatry, traditional medicine, medical equipment; cosmetics, food safety, health insurance, population, reproductive health.

6- Culture and information include tasks, programs, and projects serving goals in the following areas:

a) Culture: Protect and preserve the values ​​of tangible and intangible cultural heritage and national culture; develop literature, art, cinema, libraries, museums, grassroots culture, performing arts; develop the system of cultural institutions and cultural works.

b) Information: Infrastructure, facilities, equipment serving the publishing and press activities of the Party and State.

7- Radio, television, news agencies: Tasks, programs, investment projects to build infrastructure, facilities, and equipment to serve radio, television, and news agencies' goals to carry out essential political, social, and public service tasks.

8- Physical education and sports: Tasks, programs, and investment projects to build infrastructure, facilities, and equipment to serve the goals of physical education and sports development.

9- Environmental protection includes tasks, programs, and projects serving goals in the following areas:

a) Environment: Infrastructure, facilities, equipment for environmental monitoring and warning, environmental pollution remediation, environmental improvement, waste and wastewater treatment, green growth, climate change adaptation and sustainable development.

b) Resources: Infrastructure, facilities, equipment for surveying and mapping, remote sensing, hydrometeorology, geological and mineral exploration, land assessment and investigation, land protection, improvement and restoration, protection of natural resources, biodiversity, seas and islands.

10- Economic activities include tasks, programs, and projects serving goals in the following areas:

a) Agriculture, forestry, salt production, irrigation and fishery: Infrastructure, facilities and equipment for agriculture, forestry, salt production, irrigation and fishery; rural economy (including new rural construction, clean water supply and rural environmental sanitation, rural occupation and craft village development associated with households and cooperatives, rural population arrangement and rearrangement, sedentarization, spontaneous migration and resettlement); development of plant and animal varieties; forest planting, protection and development; prevention, control and overcoming of consequences of natural disasters, forest fires, epidemics, stabilization of rice fields, ensuring water security and food security.

b) Industry: Supplying electricity to rural, mountainous and island areas; facilities, equipment and infrastructure serving the operation of the national electricity system and market; tasks and projects in the oil and gas sector according to the Prime Minister's decision, facilities and equipment for printing and minting money.

c) Transport: Road, railway, inland waterway, maritime, airport and seaport infrastructure.

d) Industrial parks and economic zones: Infrastructure of coastal economic zones, border gate economic zones, specialized economic zones, free trade zones and infrastructure of industrial parks and industrial clusters.

d) Commerce: Traditional markets, wholesale markets, logistics centers, exhibition centers, export and import infrastructure.

e) Water supply and drainage.

g) Warehouse: Infrastructure, facilities, warehouse equipment, specialized archives, national reserve warehouses, record and document storage, evidence warehouse.

h) Tourism: Infrastructure to develop sustainable tourism in tourist areas, spots, and locations...

11- Activities of state management agencies, public service units, political organizations and socio-political organizations: Tasks, programs and projects serving the goals of building, renovating and upgrading headquarters, public housing, accommodation for transferred and mobilized officials, purchasing equipment of agencies in the political and state systems; projects to purchase new, build and renovate offices, renovate and upgrade housing, and purchase equipment of Vietnamese agencies abroad.
