Vietnam-Laos strengthen cooperation between localities

On the afternoon of October 4, at the Government headquarters, Prime Minister Pham Minh Chinh received Vientiane Mayor Atsaphangthong Siphandone and a delegation from Vientiane, Lao People's Democratic Republic, who were visiting and working in Hanoi.

Welcoming Mayor Atsaphangthong Siphandone and the delegation of Vientiane Capital to visit Vietnam on the occasion of the 69th anniversary of the liberation of Hanoi Capital (October 10, 1954 - October 10, 2023), Prime Minister Pham Minh Chinh congratulated the achievements that the Lao Party, State and people have achieved after nearly 4 decades of carrying out the renovation process, including the important contributions of Vientiane Capital.

Prime Minister Pham Minh Chinh said that the cooperation results between Hanoi and Vientiane are a vivid demonstration of the special traditional friendship between Vietnam and Laos; taking the lead in cooperation between localities and having widespread influence at all levels from central to local levels of the two countries.

The Prime Minister affirmed that the Party and State of Vietnam always give top priority to maintaining and developing the unique "blood brothers and close friends" relationship between the two countries and always support and create favorable conditions for the development and cooperation between localities, including the two capitals - Hanoi and Vientiane.

To continue promoting and deepening the great friendship, special solidarity and comprehensive cooperation between the two countries in the coming time, Prime Minister Pham Minh Chinh suggested that the Party Committees, authorities and people of Hanoi and Vientiane coordinate to develop a plan to concretize the high-level agreements between the two countries, the Cooperation Strategy between the two Governments for the 2021-2030 period and the Bilateral Cooperation Agreement 2021-2025; and effectively implement the contents signed in the Memorandums of Cooperation Agreements.

The two sides will continue to closely coordinate, maintain delegation exchanges at all levels, exchange and share experiences in the management and operation of the capital's development and people-to-people exchanges; promote foreign affairs activities between the two sides' associations and unions such as the capital's Women's Union and the Youth Union; strengthen strategic infrastructure connections, including the Hanoi-Vientiane expressway and the railway connecting Vung Ang port (Ha Tinh, Vietnam) with Vientiane.

Hanoi and Vientiane need to promote cooperation in areas where both sides have strengths and potential, such as typical agricultural production models, high-tech application in value chains, forming a stable chain of agricultural product consumption links between the two countries; promoting tourism products, linking tourism between Hanoi and major provinces and cities of Laos and Cambodia, etc.

The two capitals will enhance trade and investment exchanges; promote attracting Hanoi investors to invest in priority areas of Laos such as biotechnology, healthcare, logistics, etc.; strengthen cooperation in training high-quality human resources, especially in emerging fields; promote cultural exchanges; focus on promoting and educating the younger generation about the great relationship between the two countries in general and the two localities in particular.

In particular, the two capitals cooperate and support institutional improvement and socio-economic development, especially in difficult times, contributing to building an independent, self-reliant, proactive, and active economy with deep, practical, and effective international integration of each country.

Vientiane Mayor Atsaphangthong Siphandone respectfully thanked Prime Minister Pham Minh Chinh for taking the time to receive the delegation.

Reporting to the Prime Minister on the results of cooperation between Hanoi and Vientiane in the past time, as well as the program of the delegation's visit, agreeing with the opinions of Prime Minister Pham Minh Chinh, the Mayor of Vientiane said that the two capitals will actively exchange delegations at all levels to strengthen and promote cooperation, foster friendship; organize the signing of agreements and implement effective cooperation programs in many fields such as transport infrastructure, education - training, investment, trade, culture, tourism, people-to-people exchange, etc.

On this occasion, Mayor Atsaphangthong Siphandone conveyed the warmest greetings and congratulations of Lao Prime Minister Sonexay Siphandone to Prime Minister Pham Minh Chinh.

Through the Mayor of Vientiane, Prime Minister Pham Minh Chinh sent his regards and best wishes to General Secretary of the Lao People's Revolutionary Party, President of Laos Thongloun Sisoulith, Lao Prime Minister Sonexay Siphandone, Chairman of the Lao National Assembly Saysomphone Phomvihane and other leaders and former senior leaders of the Lao Party, State and National Assembly.
