The conference was attended by more than 200 delegates including government representatives, experts from national and regional MOW committees, and representatives of non-governmental organizations operating in the field of documentary heritage. The Vietnamese delegation attending the conference included Ambassador, Head of the Permanent Delegation of Vietnam to UNESCO Nguyen Thi Van Anh and Dr. Vu Thi Minh Huong - Member of the International Advisory Committee (IAC) of UNESCO, Vice President of the Memory of the World Committee for Asia - Pacific (MOWCAP).
Documentary heritage is a key component of human memory, helping people understand the past, learn from the past and shape the future. With that meaning, World Documentary Heritage is considered one of the important titles of UNESCO. To date, the world has 496 World Documentary Heritages registered under the Memory of the World Program, of which Vietnam has 3 World Documentary Heritages and 7 Documentary Heritages in the Asia-Pacific region.
In the context of the world's documentary heritage facing challenges such as the risk of damage, deliberate destruction and other increased risks due to conflicts and natural disasters, the International Conference of the Memory of the World Programme and the 4th Global Policy Forum on Documentary Heritage focused on discussing measures to strengthen the conservation and promote the role of documentary heritage as effective tools to promote international understanding and cooperation, social cohesion and sustainable peace building.
The participation of the Vietnamese delegation at this Conference and Forum, including international expert Vu Thi Minh Huong, affirms the country's role as an active and responsible member in the field of documentary heritage. In Vietnam, the role of documentary heritage is increasingly valued. In the draft revised Law on Cultural Heritage prepared for submission to the 8th Session of the 15th National Assembly for consideration and approval, for the first time, the content of documentary heritage is regulated, including the internalization of recommendations of the UNESCO Memory of the World Program.
The Memory of the World Programme is a programme initiated by UNESCO in 1992 with the aim of preserving and promoting valuable documentary collections held in archives, libraries and museums around the world through promoting international cooperation in order to: facilitate the preservation of documentary heritage using the most appropriate techniques; support access to documentary heritage worldwide; raise awareness worldwide about the existence and importance of documentary heritage.
Documentary Heritage is a term used by the Memory of the World Program to refer to documents and materials of special value and of great influence in the world. In terms of form, Documentary Heritage can be in the form of text such as: manuscripts, books, newspapers, posters, letters, computer files, etc.; drawings, maps, music, diagrams, graphics, etc. recorded with pens, pencils, paint, numbers or other materials; audio-visual materials such as: audio discs, magnetic tapes, films, photos, information carriers can be paper, plastic, leather, leaves, bark, stone, fabric, metal, etc., even including digital materials such as websites and other digital documents.
In February 2024, Dr. Vu Thi Minh Huong, former Director of the State Archives Department, was appointed by the Director-General of UNESCO as a member of the International Advisory Committee (IAC). The IAC consists of 14 members from all continents, directly selected and appointed by the Director-General of UNESCO after consulting the UNESCO National Commissions of the member countries. One of the main functions of the IAC is to examine and evaluate nomination dossiers for recognition as World Documentary Heritage and to advise the Director-General on matters related to the Memory of the World Programme. The members of the Committee work in their individual capacities.
