After nearly 20 years of incubation and preparation, in 2024, the draft Law on Teachers was first presented at the 8th Session of the 15th National Assembly. During the discussion session at the National Assembly, General Secretary To Lam directed: "We must do everything so that the Law on Teachers will be welcomed by teachers. We must do everything so that teachers receive the Law on Teachers with real excitement, real honor, and real favorable conditions for teachers."
It is expected that the Law on Teachers will be passed by the National Assembly in 2025. This can be said to be a new step of change for the education career, including adjustments to the viewpoints and thinking in state management of teachers. That is, changing the management of the teacher system from the thinking of personnel management to human resource management. This is an urgent requirement, especially in the period when education is facing fundamental and comprehensive innovation requirements. The fundamental difference between human resource management and current personnel management is that teachers are seen as a key resource contributing to the success of education.
Resolution No. 29 of the 11th Party Congress has set the requirement that teachers' salaries be given the highest priority in the administrative salary scale. However, after more than 10 years, it has only remained as a policy and cannot be implemented in real life without a separate salary table for teachers. However, with the draft Law on Teachers, this will be legalized and if the draft Law is passed, this policy will have a legal framework to ensure its realization.
In 2024, during discussions on the draft Law on Teachers at the National Assembly forum, the phrase “teacher status” was mentioned many times. “Teachers status” is a necessary mindset in the perception of a profession that has a large responsibility for the quality of the country’s human resources. Not to mention that from tradition, it is a profession that society still considers to be the “noblest of noble professions” with the ethics of “father’s merit, mother’s kindness, teacher’s grace”.
The position of teachers is a position that needs to be built from two sides: The treatment and investment for teachers must be commensurate with the heavy role and responsibility they are shouldering; but at the same time, teachers must be worthy of being teachers in terms of both professional qualifications and teacher qualities, and schools must graduate.
Over the years, we have paid too much for the so-called socialization of education. The promulgation of the Teachers Law was expected, but the status of teachers does not only come from social recognition or preferential treatment, but also depends largely on the awareness and initiative to "take" that status of each teacher at all levels of education. The status of teachers can only be achieved when teachers themselves improve their moral character, when the school is truly an educational environment that is not only "happy" but also dignified, where each individual plays his or her role: teachers are teachers, students are students, parents are parents.
The status of teachers can only be achieved when problems such as school violence, conflicts between teachers, students and parents, as well as uneducational behaviors occurring in schools are eliminated.
The status of teachers also comes from the fact that teachers "must change old habits, ways of thinking, ways of thinking and doing, overcome limits to develop breakthroughs".

The year 2024 was a really good year for me personally when my efforts for my beloved students were recognized. The title of People's Teacher for me was a surprise, a joy, a pride, and also made me think more to deserve this recognition. I always keep in mind that I must devote my best to every lecture, every class hour, every lesson plan page... We don't need to wait until the 2018 general education program for teachers like us to understand that we must innovate to teach more and more effectively. The new program and new textbooks have a stronger impact so that we teachers can truly break through and change to suit the new era. But to effectively accompany students, I think the most important thing is the heart of the teacher. Dedication to work, love for students and self-renewal to respond well to the progress of education in the new situation. Always love students, always think and be dedicated to work, always have the awareness to renew yourself, then no innovation will be difficult for teachers.

Looking back over the past year, the increase in basic salary and allowances for teachers has brought about changes that have contributed to improving the lives of teachers, thereby helping them feel more secure in their profession. This is a very positive signal, demonstrating the State and society's concern for the teaching profession. I believe that when their lives are guaranteed, teachers will have more conditions to focus on improving their expertise, innovating teaching methods, thereby improving the quality of teaching. However, in my opinion, increasing salaries is only part of the overall solution to improve the quality of the teaching staff.
The Draft Law on Teachers with many new points is attracting the attention and expectations of teachers nationwide in general and the Ba Vi Education and Training sector in particular. We believe that the proposal to rank teachers' salaries at the highest level in the administrative and career salary scale system and to add allowances depending on the nature of the job and the region is the right step to attract talented people to the education sector. When the salary is more attractive, there will be more qualified and dedicated people choosing the teaching profession, contributing to improving the quality of the teaching staff.

As a manager working in a mountainous province, my colleagues and I still face many difficulties. The biggest difficulty is the lack of teachers. Many of our classes have only one teacher per class and we have to teach all day from 7am to 5:30pm, which is very hard. Time invested in expertise is very limited. Many classes are mixed-age, making it difficult to teach because children's awareness is not the same, and many classes have more students than the number of students. Difficulties in facilities, although receiving attention from all levels, still do not meet requirements such as teaching aids and equipment are still lacking and not uniform. In especially difficult villages, teachers and children sometimes have different languages, and parents do not know the common language, so coordination in child care and education is not possible regularly. Therefore, the proposals in the Draft Law on Teachers related to the retirement age of preschool teachers can be earlier, we fully agree. I hope there will be more policies to support teachers working in especially difficult villages to encourage teachers to stay in the village and school, and to put preschool education in the list of difficult occupations to have more preferential policies for preschool education.
The Law on Teachers will be a consistent, effective and efficient legal framework for creating and developing the teaching staff. In particular, the subject of state management of teachers is emphasized on the responsibility of the education sector and is specifically decentralized from the Ministry to the Department, Division and educational institutions. The orientation of the Law will increase the professional and quality factors in the training and recruitment of teachers. This factor ensures that state management has innovation in both the public and private sectors. The new Law will also guide and manage uniformly and smoothly throughout the system with clear decentralization but ensure recruitment, mobilization, exchange and use in a smooth and consistent manner nationwide.
