The Hanoi City Civil Construction Investment Project Management Board (investor) has just reported to the city the progress of the Ring Road 1 project, Hoang Cau - Voi Phuc section, passing through Ba Dinh and Dong Da districts.
The investor has completed the selection of contractors to construct bridges, roads, and relocate technical works (electricity, water, and telecommunications). The plan to relocate and cut down trees within the project area is also being prepared for submission to competent authorities. The road is expected to be basically completed in the first quarter of 2025.
The project had to clear the land for more than 2,000 households. The units measured technical records of land plots and counted assets for 98% of them, made compensation plans for nearly 2,000 households and paid compensation to 548 households with a value of more than 1,590 billion VND.
13 households in the corner area of Nguyen Chi Thanh intersection did not agree to let the cadastral officers measure. In addition, in the area of the overpass at Lang Ha - Giang Vo and Nguyen Chi Thanh intersections, people have received compensation and resettlement houses, but have not handed over the land. Therefore, the Project Management Board proposed to enforce compulsory counting of 13 households in the corner area of Nguyen Chi Thanh intersection and enforce land recovery for households at the overpass at the intersections.
Regarding the resettlement housing fund for the project, the city has arranged 2,589 apartments at CT3 Nghia Do urban area (Bac Tu Liem), house 30 T1, T2 Nam Trung Yen urban area (Cau Giay), apartment building C1-289A Khuat Duy Tien (Cau Giay), commercial housing project serving resettlement X2 Dai Kim (Hoang Mai). Dong Da and Ba Dinh districts have organized a lottery for 581 resettlement apartments for households, 898 apartments that are eligible for handover will be drawn in the near future.
The Ring Road 1 project, Hoang Cau - Voi Phuc section, is over 2.2 km long, with a cross-section of 50 m. The starting point intersects with Cat Linh - La Thanh - Yen Lang road at Hoang Cau (Dong Da district), the end point is at Voi Phuc intersection (Ba Dinh district). The total investment of the project is nearly 7,200 billion VND from the city budget, of which the cost of site clearance is 5,800 billion VND, road construction is 636 billion VND. The project was approved in December 2017, expected to be completed in 2020, but is behind schedule.
At the end of 2023, Hanoi City issued a decision to adjust the investment scale of the project, reducing the cross-section of the route through the Vietnam Television area, adjusting the water supply, lighting, and technical items. After the adjustment, the total investment of the project remains at more than 7,200 billion VND, of which about 200 billion VND is reduced for site clearance costs, but the contingency cost increases by 200 billion.
Ring Road 1 is the main urban axis connecting from East to West, passing through the central area of Hanoi including Tran Khat Chan - Dai Co Viet - Xa Dan - Hoang Cau - Voi Phuc streets with a total length of 7.2 km. If the Hoang Cau - Voi Phuc section is completed, this will be the first closed ring road of Hanoi.
According to the transportation planning to 2030, with a vision to 2050, Hanoi has 7 belt routes, including 5 main routes including 1, 2, 3, 4, 5 and 2 supporting routes (belt routes 2.5 and 3.5). However, to date, none of the routes have been completed.
