Pursuant to Plan No. 1370/KH-VPQH dated June 12, 2023 of the Office of the National Assembly (VPQH) on the recruitment of VPQH civil servants in 2023, the VPQH announces the recruitment of civil servants according to Decree No. 140/2017/ND-CP dated December 5, 2017 of the Government on policies to attract and create a source of cadres from excellent graduates and young scientists.
Accordingly, regarding general standards and conditions, people who meet the following conditions regardless of ethnicity, gender, social class, belief, or religion can register to apply for civil service recruitment: Have only one nationality, Vietnamese nationality; Be 18 years of age or older; Have an application form, have a clear background; Have good political and moral qualities; Be healthy enough to perform the duties.
About the level
Candidates for recruitment of civil servants of the Office of the National Assembly must have a university degree or higher with a major suitable for the position applied for. Have a foreign language proficiency at level 3 (or equivalent) of the Vietnamese foreign language proficiency framework as prescribed in Circular No. 01/2014/TT-BGDDT dated January 24, 2014 of the Minister of Education and Training promulgating the 6-level foreign language proficiency framework for use in Vietnam or higher. Have basic information technology skills (as prescribed in Circular No. 03/2014/TT-BTTTT dated March 11, 2014 of the Minister of Information and Communications regulating the Standards for Information Technology Skills) or higher.
About the candidates
Students who graduated with honors from a domestic or foreign university recognized as equivalent to a diploma or certificate according to the law, have excellent academic and training results in all years of university study, are between the ages of 18 and 30 at the time of application and meet one of the following criteria: Won 3rd prize or higher in one of the provincial-level excellent student selection competitions, won an encouragement prize or higher in the national excellent student selection competitions or a Certificate of Merit or higher in international excellent student selection competitions in one of the natural sciences (math, physics, chemistry, biology, informatics) and social sciences (literature, history, geography, foreign languages) during their high school years. Won 3rd prize or higher in a national or international science and technology competition during their high school or university years. Won 3rd prize or higher in an individual Olympic competition in one of the following subjects: mathematics, physics, chemistry, mechanics, informatics or other majors during university study recognized by the Ministry of Education and Training.
Master's degree holders between the ages of 18 and 30 at the time of application and meeting the following criteria: Meet the criteria specified in point a or point b or point c of sub-section 2.1 above. Graduated from a university with a major as required by the job position with a good grade or higher and have a postgraduate training major in the same major as the undergraduate training major.
Doctoral degree holders under 35 years of age at the time of application submission and meeting all the criteria specified in points a and b, sub-section 2.2 above.
Candidates must meet internal political standards (individuals must have a commitment and the Office of the National Assembly will conduct a background check after the selection results are available).
Cases that are not eligible to apply
The announcement of the Office of the National Assembly also clearly states the cases that are not allowed to register for the exam, including: Not residing in Vietnam; Losing or having limited civil capacity; Being prosecuted for criminal liability; Currently serving or having completed serving a criminal sentence or decision of the Court without having had the criminal record cleared; Currently being subject to administrative measures of being sent to a compulsory drug rehabilitation facility or compulsory education facility; Currently being considered for and subject to disciplinary action at another agency or unit (if any).
On priority recruitment
The announcement clearly states that the subjects and priority points in the selection are: Armed Forces Heroes, Labor Heroes, war invalids, people enjoying policies like war invalids, type B war invalids: 7.5 points will be added to the results of round 2. Ethnic minorities, military officers, police officers, demobilized professional soldiers, people working in secretarial work who have changed their profession, graduates of reserve officer training, graduates of training for commanders of commune-level military commands in the basic military sector who have been awarded the rank of reserve officer and have registered for the reserve officer category, children of martyrs, war invalids, sick soldiers, children of people enjoying policies like war invalids, children of type B war invalids, biological children of resistance fighters infected with toxic chemicals, children of Armed Forces Heroes, children of Labor Heroes: 5 points will be added to the results of round 2. People who have completed their military service, service in the people's police, youth volunteers: 2.5 points will be added to the results. Round 2 score. In case the candidate belongs to many priority categories specified in point a of this section, only the highest priority point will be added to the round 2 score result.
Number of recruitment
This recruitment has 4 positions, including 2 positions of Legal Department specialists (legal specialists serving the activities of the Legal Committee), 1 specialist of the Social Department (general consultant on social fields serving the activities of the Social Committee) and 1 specialist of the National Assembly Library (information, communication and library specialist).
About form
VPQH will recruit through examination.
The application form is enclosed in a file bag with full name, address, contact phone number and list of documents including: Application form (according to the attached form). CV according to form 2A-BNV with photo attached, stamped on the photo; certified by the People's Committee of the commune, ward or town where permanent residence is registered within 30 days from the date of application submission. Copies of diplomas, transcripts of academic results as required by the position applied for, notarized or certified by a competent authority. Diplomas, transcripts and certificates in foreign languages must be submitted with a Vietnamese translation notarized or certified by a competent authority. In case the diploma from foreign training institutions does not clearly state the grades of good, excellent, or excellent, additional documents must be provided to prove that the applicant's academic results are good, excellent, or excellent according to the school's classification (school's classification assessment; school's confirmation letter of good, excellent, or excellent grades...).
For diplomas issued by foreign training institutions: there must be a certificate of diploma recognition according to the regulations of the Ministry of Education and Training; In case the diploma is exempted from the diploma recognition procedure according to the regulations in Article 5 of Circular No. 13/2021/TT-BGDDT dated April 15, 2021 of the Minister of Education and Training, the candidate must submit documents proving that the diploma is exempted from the diploma recognition procedure according to the regulations.
In case at the time of application submission, the candidate is waiting for the results of the recognition of the diploma from the Ministry of Education and Training, he/she must submit a photocopy of the Appointment Note for receiving the recognition results and supplement the diploma recognition before the admission date. In case before the official admission date, the candidate has not supplemented the diploma recognition according to the regulations of the Ministry of Education and Training, which means that he/she does not meet the professional qualifications requirements, he/she will not be allowed to participate.
The application file must also include: Certificates of merit, documents notarized or certified by a competent authority proving that the candidate has won individual awards during high school or university that meet the requirements in Clause 2, Section 1 of this Notice. Certificate of priority in civil servant recruitment (if any) notarized or certified by a competent authority. Health certificate issued by a competent health authority within 30 days from the date of application submission. Political standard commitment (to be carried out before participating in the selection process). 3 4x6 color photos (taken within 6 months from the date of application submission, clearly stating the candidate's full name and date of birth on the back of the photo). 3 stamped envelopes, clearly stating the recipient's address and contact phone number.
Time to receive application documents
From 8:00 on June 23 to 17:00 on July 22.
Applications submitted after the above deadline are not valid. Applications can be submitted directly to the recruitment unit (office hours on weekdays) or sent by post to the department or recruitment unit (according to the address listed in the attached list). Contact information of each unit is attached with a list of recruitment targets.
Recruitment fees are implemented according to the provisions of Circular No. 92/2021/TT-BTC dated October 28, 2021 of the Minister of Finance stipulating the collection rates, collection, payment, management and use of recruitment fees, examination fees for promotion and rank promotion of civil servants and public employees. The collection rate is 400,000 VND/candidate/time. The recruitment fee is submitted together with the application form. In case the candidate is not eligible to apply or registers but does not take the exam, the Office of the National Assembly will not return the application form and application fee.
Interview time: expected in August 2023. Location at the headquarters of the National Assembly agencies, 22 Hung Vuong, Ba Dinh, Hanoi. The results of the application review will be announced to candidates and on the National Assembly Electronic Information Portal (www.quochoi.vn). List of exam preparation materials; time, location of the examination, and results of the examination will be announced on the Internal Electronic Information Page of the Office of the National Assembly, the National Assembly Electronic Information Portal.
