Cau Ngang district has 8 communes of ethnic minority areas according to Decision No. 861/QD-TTg of the Prime Minister. Here, there are 22,251 households, with 87,637 people, of which 13,546 are Khmer households, accounting for 60.9% of the Khmer ethnic population of the district.

Accordingly, Phase I (2021-2025) of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas (National Target Program 1719) is being deployed and implemented in the communes of My Hoa, Kim Hoa, Hiep Hoa, Truong Tho, Nhi Truong, Thuan Hoa, Long Son, and Thanh Hoa Son.
According to Mr. Thach Da Ra, Head of the Ethnic Affairs Department of Cau Ngang district, in 2024 the district plans to invest in new construction. 43 road and bridge projects to the commune center with a total length of 21.9km, with a total implementation cost of more than 50.2 billion VND (central budget over 34.6 billion VND, counterpart capital from people and other mobilized funds over 15.5 billion VND).
In addition, the district also invested in building 2 new community activity houses in O Rang and Soc Giup hamlets, Long Son commune with a total cost of 900 million VND (central budget); maintaining 61 works with over 43 billion VND (central budget 39.9 billion VND, counterpart capital from people and other mobilized funds over 3 billion VND).
By the end of September 2024, 62 projects had been completed and put into use (including 36 traffic projects, 2 community houses, 1 market project, and 24 maintenance projects), with a disbursement of over VND 31 billion, reaching 32.97% of the capital plan. It is expected that by December 31, 2024, 100% of the projects will be completed, with over 95% of the allocated capital plan disbursed.

The Ethnic Affairs Department of Cau Ngang district said that during the implementation of the projects, thanks to good mobilization and propaganda work, people were very excited and agreed to respond, actively participating in contributing ideas from the planning stage, donating land and contributing fruits and crops to clear the site, creating favorable conditions for the projects to be implemented according to the set plan.
In addition to implementing the above projects, thanks to the mobilization, allocation, use and effective management of resources from the National Target Program 1719, it has made an important contribution to the socio-economic and cultural development of ethnic minority areas in Cau Ngang district.
The power grid system in ethnic minority areas continues to develop, with 99.8% of ethnic minority households using electricity regularly, 99.58% of ethnic minority households using clean water, and 7/8 communes in areas with a large ethnic minority population having markets that serve well the buying and selling and exchanging of goods.
The rate of ethnic minority students attending primary school is 100%, and 98.91% in secondary school. The number of ethnic minority students dropping out of primary school is 0.04%, and 1.48% in secondary school. Attention is paid to health care for the people, especially ethnic minorities. The rate of people participating in health insurance in ethnic minority areas is 71.85%; the average income is estimated at 64 million VND/person/year, and the poverty rate by 2023 is 464 households.
Cultural, artistic and sports activities in ethnic minority festivals are organized according to traditional customs, in the spirit of thrift and imbued with national identity. Political security and social order and safety remain stable, social evils are reduced, and there are no hot spots of social order during the year.
The Ethnic Minorities Committee of Tra Vinh province assessed that the implementation of ethnic policies combined with investment resources from the National Target Program 1719 has contributed to significantly improving the infrastructure, socio-economic and people's lives in the ethnic minority areas of Cau Ngang district, the poverty rate has decreased significantly, living conditions, exchange of goods, health care needs, spiritual culture, and travel of the people have improved...
