Prime Minister Pham Minh Chinh has just signed Official Dispatch 16/CD-TTg urging ministries, branches and localities to promote the allocation and disbursement of public investment capital in 2025.
According to the dispatch, the detailed allocation of the public investment capital plan for 2025 by January 31, 2025 only reached 96.07% of the plan assigned by the Prime Minister; disbursement is estimated at 1.26% of the plan assigned by the Prime Minister (the same period in 2024 was 2.58%). The amount of capital that has not been allocated in detail is still quite large (about VND 84,840.5 billion) of 26 ministries, central agencies and 48 localities.
The Prime Minister severely criticized 26 ministries, central agencies and 48 localities that by the end of January 2025 had not yet allocated in detail the public investment capital plan from the state budget for 2025 that had been assigned; requested the above ministries, central agencies and localities to seriously review individual and collective responsibilities for handling according to Party regulations and State laws.
In order to strive for the highest disbursement of public investment capital in 2025 (over 95%), the Prime Minister requested ministries, central and local agencies to thoroughly grasp and clearly identify the task of promoting the allocation and disbursement of the public investment capital plan in 2025 as one of the top key political tasks that need to be prioritized for leadership, direction and implementation at all levels and sectors.
The heads of ministries, central and local agencies must promote responsibility, closely monitor, be specific, grasp the situation, clearly identify difficulties, obstacles, and causes of slow allocation and disbursement of each specific project to directly direct timely solutions. Urgently allocate all details of the state budget investment plan for 2025 in the first quarter of 2025 in accordance with regulations, and avoid further delays.
If the project is not completed by the end of the first quarter of 2025, the Government will withdraw the capital to allocate to other projects that need capital to complete. The detailed allocation of the capital plan must ensure focus, key points, not spread out or fragmented, consistent with the implementation and disbursement capacity and in accordance with the legal regulations on public investment. Accelerating the disbursement progress of public investment capital must be associated with ensuring the quality of works and projects, avoiding negativity, loss, waste, and group interests.
Investors should strengthen on-site inspection and supervision, urge contractors and consultants to speed up progress; proactively review and transfer capital according to their authority between projects with slow disbursement to projects with better disbursement capacity and lacking capital according to regulations in the first quarter of 2025.
For Phu Yen, as of January 31, 2025, the value of public investment capital disbursement in 2024 was VND 2,987.6 billion, equal to 67% of the provincial capital plan and 63% of the central capital plan. The total public investment capital in 2025 managed by the province is over VND 4,783 billion (an increase of VND 15.95 billion compared to the central government's allocation). Up to now, nearly VND 3,962.78 billion has been allocated in detail, reaching 82.8% of the total allocated capital. Currently, the unallocated capital is about VND 820.77 billion.
