Artificial intelligence (AI) technology is creating many new values, strongly impacting many aspects of social life. Learning to use AI systematically is gradually becoming a need for everyone, including cadres and civil servants.

According to the report “Government AI Readiness Index” published by Oxford Insights in collaboration with the Canadian International Development Research Center, Vietnam's AI readiness index reached 51.82/100, up 14 places compared to before and surpassing the global average of 47.72.

Currently, there are many tools and applications that have been “AI-ized”, the most common being virtual assistants, applications specializing in image, text, data processing or banking applications, e-wallets. On MoMo e-wallet, AI helps users manage personal finances and manage spending effectively. According to Mr. Thai Tri Hung, MoMo Technology Director, in the near future, all experiences on MoMo will be personalized to the maximum with AI applications, specifically all services and useful content on the application will be displayed based on the different needs of each user.

A representative of the multinational financial services corporation Visa said that AI and especially generative AI are being applied in many industries, including financial services, typically embedded financial solutions. Embedded finance is known as a form of integrating many different payment methods on non-financial platforms.

In a recent technology forum, Mr. Li Hai, Director of Security, Government Affairs and Communications of Huawei Asia Pacific (APAC), emphasized that AI is an important tool that allows industries to improve efficiency and productivity on a larger scale through knowledge - data - algorithms - computing power. "AI has a great impact on the economy and society, promoting productivity and output to increase by over 18%. At that time, the economic competitiveness of each country depends on the average computing power per capita and vice versa, computing infrastructure also becomes the new engine of each economy," Mr. Li Hai shared.

Improve work processing ability

In recent times, many businesses and individuals have proactively applied AI to their work and daily activities, and have seen some positive results. Even government agencies, officials, and civil servants have learned how to apply AI to support work.

At the end of 2024, the Department of Information and Communications of Ho Chi Minh City (now the Department of Science and Technology of Ho Chi Minh City) organized a training course on knowledge and skills in applying AI for more than 150 officials, civil servants, public employees, and workers in state administrative agencies in the city. Trainees were instructed on how to use virtual assistant applications such as ChatGPT, Gemini, etc. to support their practical work. In 2025, the Department of Science and Technology of Ho Chi Minh City coordinated with the Department of Home Affairs of Ho Chi Minh City to continue opening training courses for this team, the first class opened on March 22.

In this class, students are provided with an overview of AI development trends, specific applications in administrative and office work, such as report creation, document management, work schedules, data analysis and office automation. In addition, the training class also provides information security issues in the use of AI, technology tools to support ward and commune officials and civil servants in deploying information synthesis to neighborhoods, hamlets and residential groups.

Deputy Director of the Ho Chi Minh City Department of Home Affairs Nguyen Bac Nam said that the training course not only popularizes modern AI tools but also encourages officials and civil servants to apply them practically in their daily work, in order to reduce processing time, improve work processes and better serve the people.

“The city’s AI training courses will be maintained periodically about every 2 weeks and carried out continuously until it is possible to fully train, guide and foster the city’s civil servants and public employees. This is also a strategic step contributing to the city’s larger goals in modernizing public administration and building smart, efficient urban areas; expected to create a force of advanced civil servants and public employees, ready to adapt and develop in the era of technology 4.0”, Director of the Department of Science and Technology of Ho Chi Minh City Lam Dinh Thang wished.

There are parts of the work of civil servants today that are repetitive, taking up 90% of the time and easily boring. When applying AI, those boring tasks will be handled quickly. However, AI users also need to pay attention to the phenomenon of "AI illusion", meaning that virtual assistants can make incorrect conclusions and predictions due to inaccurate input data and lack of "training".
