Provincial People's Committee deploys digital transformation work in 2024

On March 25, Comrade Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Digital Transformation Steering Committee, Head of the Working Group of the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030 (Project 06/CP) chaired a meeting to deploy digital transformation tasks in 2024 and Project 06/CP in the province.

In 2023, digital transformation work in the province received attention, focused implementation and achieved important results, with 17/23 targets reaching and exceeding the plan. Propaganda work, raising digital awareness and digital skills continued to be focused on; leadership and direction had many positive changes, most units established a Digital Transformation Steering Committee and a Digital Transformation plan to direct implementation. Regarding the development of digital government, the exchange and processing of electronic documents on the network environment reached 98.90% at the provincial level, 96.52% at the district level and 94.89% at the ward and commune levels. The use of personal digital signatures in the whole province reached 97.22%, an increase of 9.48% over the same period. Regarding digital economic development, total non-cash payment turnover is estimated at VND 314,792 billion, an increase of VND 67,436 billion over the same period. Regarding digital social development, it has promoted the deployment of platforms to support education and teaching, electronic health records for people, digital citizens, and digital payments in the province; collected and updated 146,587 digital address platform software, reaching 100%....

The implementation of Project 06/CP has also achieved many positive results. Notably, Ninh Thuan is one of 28 provinces and cities nationwide that have completed the target of issuing citizen identification cards, 52 days ahead of the target assigned by the Ministry of Public Security; one of 24 provinces/cities that have completed the target of activating electronic identification accounts for citizens; the implementation rate of 53 essential public services reached 85.2%; the police force at all levels has completed 14 targets of cleaning up population data to ensure "correct, sufficient, clean, alive"...

Speaking at the meeting, the Chairman of the Provincial People's Committee requested the Department of Information and Communications to coordinate and guide all levels, sectors, agencies, units and localities to urgently develop the 2024 digital transformation plan of each agency and unit to ensure clear people, clear work, clear responsibilities, roadmap associated with resource allocation for implementation. Direct telecommunications enterprises to focus on investing in upgrading and developing digital infrastructure, focusing on developing telecommunications infrastructure, eliminating signal depressions, 5G coverage, to be completed in April 2024. Focus on building complete databases with high connectivity to the national system, enhancing the province's synchronous connectivity; improve the quality of online public service provision, complete and apply technology to conveniently and effectively exploit shared data to serve the management, operation and operation needs of people and businesses, and improve the satisfaction level of people and businesses; deploy solutions to increase the rate of people using smartphones. Develop digital software to store electronic data according to Project 06/CP. Continue to mobilize investment resources from society to implement digital transformation; support businesses in digital transformation in all fields, especially businesses operating in key areas; promote the capacity and strengths of strategic partners who have signed agreements in implementing digital transformation tasks. He also requested agencies, units and localities to urgently review and direct the implementation of digital signatures to achieve a rate of 100%; at the same time, promptly establish a Steering Committee for Digital Transformation and develop programs and action plans to implement digital transformation tasks of their sectors and localities, ensuring that by 2024, each sector, locality and 100% of communes, wards and towns register to "have at least 1 digital transformation product".
