On the afternoon of May 2, Comrade Nguyen Quang Hung, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee chaired a meeting of the Provincial People's Committee to listen to the socio-economic situation in April and the first 4 months of the year, key tasks in May 2024 and some important contents. In April 2024, localities in the province focused on caring for, preventing and controlling pests and diseases of spring rice; directed to promote sustainable, transparent and effective production, business and rice export in the new situation; at the same time, maintained stable livestock, aquaculture and fisheries activities. Industrial production continued to grow with the industrial production index in the first 4 months increasing by 9.1% over the same period in 2023. Disbursement of public investment capital, national target programs in 2024 and budget management were directed to be implemented resolutely. By the end of April, the disbursement rate of public investment capital reached 31.72% of the plan assigned by the Prime Minister; total state budget revenue was estimated at nearly VND 9,300 billion, reaching 47.6% of the estimate, of which domestic revenue reached nearly VND 2,600 billion, reaching 29.7% of the estimate; Total local budget expenditure is estimated at nearly VND 5,900 billion, reaching 32.9% of the estimate. Investment attraction work has been focused on. By April 23, the whole province had approved and adjusted investment policies for 41 projects with a total newly registered capital and increased capital of more than VND 4,700 billion, 2.8 times higher than the same period in 2023; of which FDI capital is estimated at 147.6 million USD. Disease prevention and control work has been proactively implemented. Labor, employment and implementation of social policies have been maintained and implemented fully and promptly. Administrative reform work continues to be focused on and seriously implemented according to the set plan. Political security and social order and safety in the province are maintained stable.

At the meeting, the leader of the Department of Finance reported on the draft resolution of the Provincial People's Council on the regulation of the authority to decide on procurement for procurement estimates under the management of Thai Binh province, the draft decision approving the roadmap for adjusting clean water prices for a maximum of 5 years (2024 - 2028) in Thai Binh province; the leader of the Department of Labor - Invalids and Social Affairs reported on the draft resolution regulating the content and level of support for drug addicts at public drug rehabilitation facilities; the monthly remuneration for those assigned to provide psychological and social counseling, management, support for drug addicts at home, in the community and post-rehabilitation management in Thai Binh province; The leader of the Department of Home Affairs reported on the draft submission of the Provincial People's Committee to the Provincial People's Council on the project to arrange commune-level administrative units in Thai Binh province for the period 2023 - 2025 and the draft submission on the assignment of additional public preschool and general education staff for the 2023 - 2024 school year.

In his concluding remarks, the Standing Vice Chairman of the Provincial People's Committee highly appreciated the efforts of departments, branches, units and localities in implementing socio-economic development targets; at the same time, he frankly pointed out some shortcomings and limitations that need to be overcome such as: low budget revenue, slow site clearance and land use rights auction, and ineffective coordination between some departments, branches and localities in organizing and implementing some tasks.
He requested that in the coming time, departments, branches, units and localities review the targets and objectives of the plan that have been set out, on that basis, develop detailed plans for the remaining months, focusing on solutions to remove difficulties, obstacles, bottlenecks and bottlenecks to promote production and business development; resolutely direct the task of budget collection, especially land use fee collection, speed up the progress of auctions and bidding for projects, exploit remaining revenue sources and revenue sources from taxes and fees; focus highly on pest control to protect spring rice according to plan, proactively develop plans to prevent and combat natural disasters before the rainy and stormy season; resolutely take measures to combat illegal, unreported and unregulated (IUU) fishing; further promote investment promotion and attraction, promptly remove difficulties for production and business, especially enterprises with large projects; complete the Provincial Planning dossier; Promote disbursement of public investment capital, accelerate the implementation of key projects of the province, especially projects to build infrastructure for industrial parks, clusters, and connecting traffic routes; promote administrative reform, improve the investment and business environment, support enterprises to effectively implement contents and tasks after investment and trade promotion conferences; strengthen discipline and administrative order in agencies, units, and localities; consolidate national defense and security potential, maintain social order and safety, ensure traffic safety and prevent and fight fires and explosions.
The Standing Vice Chairman of the Provincial People's Committee also gave specific comments on the draft resolutions, decisions, and submissions of the Department of Finance, Department of Labor - Invalids and Social Affairs, and Department of Home Affairs.
