At the meeting, the Office of the Provincial People's Committee reported on the implementation results of the Notice of Conclusion of the Chairman and Vice Chairmen of the Provincial People's Committee at the regular meeting and thematic working sessions in July 2024; Reported on the implementation of the tasks of the Working Group; Summarized the document processing advisory diary of the Departments, branches, sectors and units.

The Department of Planning and Investment reports on the implementation of the socio-economic development plan for August, key tasks and solutions for September 2024. The Department of Finance reports on the implementation of the state budget and financial tasks for August, key tasks and solutions for September 2024.

Of which, the State budget revenue in the area in August is estimated at 1,301.5 billion VND, the accumulated revenue in 8 months is estimated at 15,058 billion VND, reaching 94.7% of the estimate and equal to 140.6% of the same period in 2023. The Department of Construction reported the Draft Project to adjust the Construction Planning of Nghi Loc district, Nghe An province to 2030, with a vision to 2050. The Provincial Police reported 2 draft projects including: Draft Project to build Vinh city, Nghe An province "clean of drugs" and Draft Project to ensure worker security to contribute to protecting national security, ensuring social order and safety in Nghe An province in the period of 2024-2030.

In addition, the Department of Science and Technology reported the Draft Plan to improve rankings and enhance the innovation index of Nghe An province in 2025 and the period 2026-2030.

Commenting on the three reports of the Provincial People's Committee Office, the Department of Planning and Investment and the Department of Finance, Standing Vice Chairman of the Provincial People's Committee Le Hong Vinh assessed that in August, the sectors had performed well their assigned tasks, contributing to impressive results. In particular, the budget collection basically completed the plan assigned by the Provincial People's Council in 2024. However, the Provincial People's Committee set a target of collecting more than 21,000 billion VND in budget in 2024, so in the remaining 4 months, it must strive to collect 6,000 billion VND. Accordingly, the sectors need to focus on forecasting and assessing difficulties and obstacles to handle them, ensuring the implementation of the set plan goals.

Regarding the difficulties and obstacles, the Standing Vice Chairman of the Provincial People's Committee, Le Hong Vinh, also raised a number of issues such as: Disbursement of public investment capital is still low; the progress of approving the payment of 1,275 billion VND in compensation to support land acquisition for National Highway 1A is still facing many difficulties. Land acquisition for some key projects is still slow. Meanwhile, the transfer process for implementation under the new land law, if not proactively and promptly, will create procedural bottlenecks.

Regarding the tasks for September and the last months of the year, Standing Vice Chairman of the Provincial People's Committee Le Hong Vinh also gave instructions to the departments: Department of Agriculture and Rural Development focuses on strengthening safety against natural disasters and directing production. Department of Natural Resources and Environment advises on land inventory in 2024 and issues related to the implementation of the new land law...

Regarding the arrangement of administrative units at commune and district levels, the Department of Construction is interested in urging the task of general planning to expand towns in Quynh Luu, Anh Son and Con Cuong districts. The Department of Home Affairs is interested in removing difficulties for localities to ensure progress in the arrangement. The Department of Planning and Investment focuses on coordinating with ministries and branches to advise the Provincial People's Committee on the plan to implement Resolution 137; coordinates with departments and branches to prepare draft resolutions on specific mechanisms for the Provincial People's Council meeting at the end of the year; At the same time, focus on transferring capital for public investment projects.

The Department of Health ensures medical supplies for medical examination and treatment. The Department of Transport directs the progress of key transport projects. The Department of Education and Training focuses on the new school year, especially on revenue and expenditure issues. Regarding education, Permanent Vice Chairman of the Provincial People's Committee Le Hong Vinh also requested the Department of Home Affairs to pay attention to directing the recruitment of teachers.

Departments and branches continue to promote administrative reforms. Forces strengthen security, order and traffic safety, especially during National Day and the new school year.
