On March 27, 2025, the Hanoi City Public Administration Service Center and the Joint Stock Commercial Bank for Investment and Development of Vietnam (BIDV) signed a comprehensive cooperation agreement to support and provide online public services, digital skills and utilities of Project 06/CP.
Cooperate to build a fast and transparent capital administration
The event marks an important step forward in promoting digital transformation and improving the efficiency of online public services, supporting people and businesses to have easier access to administrative procedures on digital platforms.
Over the years, our Party and State have had many policies and guidelines to promote administrative procedure reform, taking people and businesses as the center of service. The development of Public Administration Service Centers helps to simplify processes, improve management efficiency and especially bring maximum convenience to people and businesses, contributing to creating a transparent administrative system in the Capital.
The model of deploying Online Public Service Agents is also a strong transformation in the administrative reform process, contributing to improving the quality of service for people and businesses, while promoting digital transformation in the city. The birth of this model will help Hanoi achieve the goals of "3 no": no boundaries, no intermediaries, no physical objects and "2 no": no administrative doors, no locked procedures.
The cooperation agreement between BIDV and the Public Administration Service Center is not only a model of cooperation but also demonstrates a shared responsibility in the national digital transformation. This is an important milestone, demonstrating BIDV's strong commitment to accompanying state agencies to improve the quality of public services, contributing to promoting digital government, digital economy and digital society.
Building a widespread network of online public service agents
Immediately after signing the agreement, BIDV committed to turning 206 BIDV transaction points in Hanoi into online public service agents, acting as agents to guide and support people and businesses in looking up, accessing and using public administrative services on online platforms, and guiding online payment of administrative fees and charges in a safe and convenient manner.
At the same time, BIDV cooperates with the Public Administration Service Center to support businesses to register for new establishment in the area to create favorable conditions for new businesses to be established, promote a dynamic business environment, and contribute to local economic development. In addition, BIDV also sponsors kiosks located at the Public Administration Service Center, and sponsors the production of communication publications to guide people and businesses to perform online public services and the utilities of digital transformation in the process of performing administrative procedures.
The commitment between BIDV and the PVHCC Center aims to build a widespread network of online public service agents, helping people and businesses access public administrative services easily, conveniently and quickly. Thereby promoting digital transformation, aiming to build a digital government, contributing to increasing the rate of administrative procedures performed online, aiming for 80% of people to use online public services by 2025.
The Online Public Service Agency model will also help reduce pressure on state administrative agencies and save social resources by transferring some public administrative tasks to businesses. This is also part of the policy of socializing public services in the spirit of Resolution No. 18/NQ-TW, contributing to streamlining the administrative apparatus and improving the efficiency of public sector operations.
This cooperation is an important step in contributing to the construction of a modern digital administration; creating the most favorable conditions for people and businesses to access digital utilities, contributing to the construction of a modern, transparent and effective public administration. The parties are committed to working together in implementing digital solutions, improving service quality and promoting the application of technology in online public services.
This event not only marks a new development step for the cooperative relationship between the two sides but also opens up many opportunities for comprehensive and sustainable cooperation between the two units in the coming time; thereby contributing to promoting the sustainable and strong development of the capital Hanoi in the journey with Vietnam into a new era.
