Pressure from the increasing number of students and expectations for good private schools has caused Hanoi parents to queue up overnight, jostling to submit applications for their children. This year, the Hanoi Department of Education and Training said it will not allow parents to queue up to submit applications and will closely monitor the enrollment situation at private schools.
To be assigned enrollment targets, private schools must build an online enrollment portal; commit to and strictly implement online enrollment within the prescribed time. “This helps ensure transparency and fairness in enrollment, while avoiding the phenomenon of parents having to queue up to submit their applications directly at the school,” said a representative of the Hanoi Department of Education and Training.
The Department said that this year, it will announce the 10th grade enrollment quota of each school in April.
Regarding the assignment of enrollment quotas, Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, informed that the Department will base on the actual situation and capacity to consider the number of quotas of each school, and will not assign them to schools that do not meet operating conditions.
This agency also does not assign targets to schools that have not completed the legal basis for operating locations; have not ensured the school network planning as committed; have not met fire prevention and fighting requirements according to the conclusion of competent authorities; have disputes and complaints during the organization of teaching and learning; and do not ensure the minimum teaching equipment as prescribed.
During the 2024-2025 school year admissions, public opinion was stirred up when parents of students at To Hien Thanh High School (Ha Dong District) were shocked to discover that 174 grade 10 students of the school did not have student identification numbers on the system of the Hanoi Department of Education and Training. The reason was that the school was not assigned enrollment quotas because it did not meet legal requirements regarding its location of operation. After that, all of these students were transferred to a private school in Dong Da District.
Grade 10 exam schedule can be adjusted
In February 2025, Hanoi announced the time to organize the 10th grade entrance exam as June 7 and 8. Recently, the Hanoi Department of Education and Training sent a document requesting the Ministry of Education and Training to adjust the high school graduation exam schedule in 2025.
Like other localities, every year, the schedule for organizing the 10th grade entrance exam in Hanoi is based on the expected high school graduation exam schedule of the Ministry of Education and Training.
According to the Hanoi Department of Education and Training, to ensure the opportunity to be admitted, students need to pay attention to how to arrange their preferences, in which the most important basis is their own learning ability. Preference 1 should be placed at a school with a benchmark score that matches their ability and interests, while preference 2 is a school with a benchmark score about 3 points lower than the first choice school. These two schools must be in the same enrollment area. For preference 3, students can choose a school in any enrollment area and a school with a benchmark score at least 3 points lower than the benchmark score of the second choice school to ensure safety.
The formula for calculating the admission score (ADS) for grade 10 in Hanoi this year is as follows:
DXT = Math score + Literature score + Foreign language score + priority score (if any) + incentive score (if any).
This school year, Hanoi has about 127,000 junior high school graduates, down nearly 6,000 compared to last year. The total quota for grade 10 admission in public schools is 79,000. Thus, the passing rate is over 62%, a slight increase compared to 60-61% in previous years.
