This year’s primary school admissions are based on students’ current place of residence. Some districts have announced their primary school admissions plans. However, many problems have arisen, such as parents still not knowing where to register for admission when their application has two addresses.
Admission information varies from district to district. Some places return students who do not live in their district to their district of residence, while others allow all students who have attended elementary school in the district to continue studying grade 6 in the district.
The district has a plan for primary school enrollment, but the district has not yet
Having a child studying in grade 5 in Phu Nhuan district (HCMC), Ms. Chung sold her house two years ago and moved to Binh Thanh district. Now she wants to send her child to grade 6 near her home, but with the 2024-2025 school year's enrollment method, Ms. Chung doesn't know "where to start".
"I heard that my child will be transferred directly to grade 6 at a middle school in Phu Nhuan district, but I really want my child to study grade 6 in Binh Thanh to be closer to home. But I don't know how to declare my wishes in the system.
Will my child be automatically transferred to a school near my home by the "system" or do I need to apply or do any procedures? Parents can only ask each other but do not know who to ask to confirm the information and declare correctly because they completed the enrollment registration procedures on June 3," Ms. Chung worriedly said.
Ms. Chung's concern is also the common concern of many parents whose children move from primary school to secondary school in the 2024-2025 school year when their house is in one place but their household registration and previous data are in another place, not fully updated in the information sent to the school. Because the enrollment plan for the first level in districts and counties is not the same.
Even as of May 30, some districts have not yet issued enrollment plans, so parents have no data to look up.
According to the requirement to declare information on the Ho Chi Minh City primary school admissions website, from May 25 to June 3, parents confirm information and register for this year's admissions. Therefore, the fact that many districts have not yet issued a primary school admissions plan will make parents with "two addresses" as above worried.
While the People's Committee of Phu Nhuan District issued a plan to mobilize children to go to class and enroll students for the 2024-2025 school year from mid-late May, as of May 30, the People's Committee of Binh Thanh District had not yet issued this plan.
"I checked the information at the school near my house in Binh Thanh district but they didn't have any information yet. So I don't know what time to register or confirm information, I'm still waiting for the next few days" - Ms. Chung said.
The district returns the student to his or her "current residence," the district does not
According to the plan to mobilize children to attend class and enroll students at the beginning of the 2024-2025 school year issued by the People's Committee of Go Vap District on May 27, the first round of enrollment at the beginning of the school year in this district this year will be carried out entirely based on "current residence".
This means that students who have completed grade 5 at primary schools in the district but currently live in other districts will be pushed to other districts and have to wait for the second round to be able to register for admission in this district in a "lucky" way.
"I was temporarily residing in District 12, so there was a time when I declared that my child was living in District 12, but now my family has moved to Go Vap, and when I entered the system, I saw that my child still had to return to District 12 to register for 6th grade.
I had to immediately go to the ward police station to correct the information on the identification code about my child's current residence and supplement it, but I don't know if the district will consider the first round or not" - Mr. Tuan, a parent, said quite worriedly.
The plan to mobilize children to attend classes and enroll students for the 2024-2025 school year of the People's Committee of District 10 also emphasized that this year's enrollment will be carried out based on current residence. In particular, District 10 announced that students who were admitted in the first round will not be allowed to participate in the second round. Therefore, many 5th grade students currently residing in other districts have been "transferred" to other districts and cannot register for the first round of enrollment in District 10.
But unlike Go Vap, District 10 has an additional "salvation" for students who have studied in grade 5 in District 10, which is to register from today for "priority to study primary school in District 10" in the second round, and any parents who want to arrange a place to study in District 10 according to the priority in this second round will also be able to register from today. This also makes parents and students less worried.
Prevent "housing"
Go Vap District accepts all students with current residence in the area, then considers the second round for students who still have space. The only way this district does this is based on current residence, regardless of permanent residence, temporary residence, owning a house or renting a room...
Mr. Trinh Vinh Thanh, Head of the Department of Education and Training of Go Vap District, said that for cases of supplementing documents about current residence after April 30, 2024 for enrollment, the District Admissions Steering Committee must re-examine to avoid cases of "running for accommodation".
Neat and light
In Phu Nhuan district, the mobilization of children to class and the enrollment of students at the beginning of the 2024-2025 school year were carried out quite neatly. For 5th graders moving to 6th grade, Phu Nhuan district arranged places for all students who had completed primary school and were studying in grade 5 at all primary schools in this district in the 2023-2024 school year.
For first grade enrollment, Phu Nhuan district will conduct the first phase with students residing in the area, then students who register after August 1 will be assigned to schools and classes later.
