According to the 2025-2026 school year's enrollment guidelines, Hanoi aims for at least 55% of nursery-age children and 99% of kindergarten-age children to attend school.

At least 80% of children with mild disabilities of preschool age are integrated into mainstream education. 100% of 6-year-old children are healthy enough to enter grade 1 and 100% of students have completed primary school by grade 6.

Districts, towns and cities base on the advice of the Department of Education and Training to divide enrollment routes and assign quotas in accordance with the conditions of facilities and teaching staff. Before May 31, preschool children and school-age children will be given enrollment codes to register for enrollment in the right route.

Online enrollment for grade 1 is from July 1 to July 3. For 5-year-old preschoolers, it is from July 4 to July 6 and for students applying for grade 6, it is from July 7 to July 12. Direct enrollment will continue from July 12 to July 18.

Private schools are allowed to enroll students from May 31 (after the end of the 2024-2025 school year) to July 12. Schools that enroll students using a combination of admission and competency testing must choose a reasonable testing and assessment time, ensuring completion by June 30 at the latest.

After July 18, schools that have not yet reached their assigned enrollment quota must report to be allowed to enroll additional students from July 21 to July 22. Kindergartens are allowed to enroll students until they reach their assigned enrollment quota.

According to the Hanoi Department of Education and Training , the admissions councils of schools are responsible for compiling lists of candidates to coordinate with the local commune/ward police to review and verify residential information . Parents of students are absolutely not allowed to verify residential information themselves.

Invalid cases after verification must be promptly informed to parents to adjust the appropriate registration location. Schools must update the list of admitted students in the electronic scorebook system no later than July 23.

The Hanoi Department of Education and Training also noted that schools are absolutely not allowed to collect money or mobilize students to contribute additional amounts to the school during the enrollment period.

Schools limit the number of students who are not in their designated areas, especially schools that have reached their quota. During the enrollment period, schools are responsible for keeping student information confidential.
