The Ministry of Transport (MOT) has just sent an official dispatch to the People's Committee of Dak Lak province and the investor, the Dak Lak Provincial Management Board of Investment Projects for Construction of Transport Works and Rural Development, to promote the progress of the Ho Chi Minh Road project, the eastern bypass of Buon Ma Thuot City.

According to the original plan, the project must be basically completed this year and the handover procedures completed before June 30, 2025. However, the progress is currently very slow.

At the end of November, the Department of Construction Investment Management (DIM) - Ministry of Transport inspected the above project. Accordingly, there is still 1.7km of land that has not been handed over; some sections of the route that have been handed over still have households who do not agree with the compensation plan, have not received money and are stuck with a high-voltage electricity pole.

Meanwhile, the total output value is estimated at about 59% of the contract value, about 17% behind schedule.

In addition to the cause of slow site clearance, the Department of Construction Management determined that it was partly due to the subjective fault of the construction contractor. Specifically, the workload carried out by Saigon Construction and Trading Company Limited was very slow in progress, and difficult to complete (for the area of ​​land that had been handed over) before December 31, 2024 as extended.

In addition, during the inspection, the Department of Construction Management discovered that on the section Km9+450 - Km9+900 constructed by Saigon Construction and Trading Company Limited, there were some damaged and peeling road surfaces. The Department of Construction Management requested to urgently inspect, review, and evaluate the construction quality, determine the cause, and have solutions to ensure the quality of the project.

Faced with the above situation, the Ministry of Transport requested the People's Committee of Dak Lak province to direct the Department of Transport to inspect compliance with regulations on quality management and safety in construction.

The Ministry of Transport requested the Dak Lak Provincial People's Committee to direct and coordinate the site clearance of the remaining 1.7km, promptly issue a land price list as a basis for pricing, approve compensation plans, promptly conduct site clearance and coordinate the relocation of high-voltage power poles on the route. Have a plan to mobilize and support construction in cases of intentional obstruction and refusal to allow construction.

For sections that are not subject to clearance, the Department of Construction Management recommends that the Ministry of Transport request the project investor to review and re-establish the overall and detailed construction schedule; and request the contractor to commit to meeting the completion schedule before December 31. In case the contractor still does not make positive changes to compensate for the delayed progress, the investor will resolutely handle the violating contractor.

Especially for the contractor Saigon Construction and Trading Company Limited, the Ministry of Transport requires that if there is no change before December 10, 2024, the investor must have a solution to ensure the overall progress of the entire project.

As Tien Phong reported, the Ho Chi Minh Road project, the eastern bypass of Buon Ma Thuot City, is 39.61km long and was decided to be invested by the Ministry of Transport. The project had an initial total investment of more than 1,500 billion VND, but later the capital increased to more than 1,840 billion VND. Recently, the project has been involved in a series of scandals regarding delays, capital increases, and route diversion into residential areas.

In April, the Investigation Police Department - Ministry of Public Security took the documents of bidding package No. 3 of the project to serve the investigation related to Thuan An Construction and Trade Development Joint Stock Company. At the end of October, the Director of An Nguyen Company Limited (a contractor in the project) and Saigon Construction and Trade Company Limited, were arrested for bribery.
