Why has the teacher promotion process in Can Tho been sluggish for the past 5 years?

Deputy Director of the Department of Education and Training of Can Tho City - Nguyen Phuc Tang said that the review of promotion of teachers' professional titles aims to ensure the right job placement, improve the quality of the team, and enjoy salary policies appropriate to qualifications and capacity. However, from the 2020-2021 school year to now, the Department of Education and Training of Can Tho has not been able to organize the review of promotion for teachers in the area.

Regarding the above delay, Mr. Nguyen Phuc Tang said that it was due to many difficulties, including the impact of the COVID-19 epidemic, especially the continuous changes of related legal documents.

Specifically, in February 2021, the Ministry of Education and Training issued Circulars No. 01, 02, 03, and 04 regulating the codes and standards for professional titles of teachers. In November of the same year, Circular 34 was issued, guiding the examination or promotion. However, only one year later, the Ministry continued to seek opinions on amendments and in April 2023, issued Circular 08 to adjust the previous 4 circulars.

Immediately after that, the Department of Education and Training of Can Tho City developed a project to consider promotion, sent it to the Department of Home Affairs for comments, and submitted it to the City People's Committee. However, in December 2023, the Government issued Decree 85 amending Decree 115, continuing to change the process and conditions for considering teacher promotion.

In early 2024, the Department of Home Affairs requested the Department of Education and Training to consult the Ministry on new guidelines. By the end of October 2024, the Ministry of Education and Training officially issued Circular 13 to replace Circular 34 - stipulating standards and conditions for promotion for preschool, general education and pre-university teachers.

Immediately after Circular 13 took effect, the Department reviewed the needs, made a registration list and completed the draft project to organize the promotion review in 2025, and sent it to the Department of Home Affairs for appraisal. The project has now received a written response from the Department of Home Affairs.

Mr. Nguyen Phuc Tang affirmed: "Due to the drastic and continuous changes in the document system in the past time, we have not been able to organize the promotion review for teachers. In the coming time, immediately after completing the arrangement of administrative units at the provincial and communal levels, the Department will urgently organize the promotion review to ensure the rights and timely motivate teachers."
