Risk of collapse
Reporting to the monitoring delegation, Dr. Pham Dinh Thao, Head of the Go Vap District Health Department, said that after 3 years of implementing Resolution 01/2022/NQ-HDND dated April 7, 2022 of the Ho Chi Minh City People's Council on specific policies to strengthen and improve the capacity of ward, commune and town health stations in the period of safe and flexible adaptation, effective control of the Covid-19 epidemic and by 2025, the project "Developing community health to protect, care for and improve the health of people in the city in the period 2021-2030", the grassroots health sector has invested in and recruited 47 personnel, distributed to 16 health stations in the area, bringing the total to 171 doctors, medical staff and 32 security and sanitation staff.
Thereby helping 16/16 wards achieve the National Health Criteria (100%). The health stations ensure health insurance examination and treatment, manage over 56,000 elderly people, including organizing periodic health check-ups for nearly 4,300 people with underlying diseases and chronic non-communicable diseases. At the same time, it is recommended that the city invest in medical equipment, build new 3 health stations in wards 3, 7, 15 due to small and degraded facilities; strengthen the health record data connection network between medical units; guide and support the district to establish a Daytime Health Care Center for the Elderly under the Go Vap District Health Center with a scale of 70-100 beds...

“The facilities are seriously degraded, many items are at risk of collapsing, and public assets have not been handed over…”, Dr. Nguyen Trung Hoa, Director of the center, said about the current situation of the Go Vap District Medical Center. Specifically, the Go Vap District Medical Center has an area of over 3,800m2 , including 3 blocks of buildings, of which area C is a level 4 building, nearly 50 years old. Before being handed over to the management center, this was the headquarters of Go Vap District Hospital. In 2020, the hospital was rebuilt and the BC area was temporarily handed over to the management center, which was arranged for specialized departments, administration and the working area of the board of directors. At the end of 2020, when the Covid-19 epidemic broke out, the center handed over the BC area to Go Vap District Hospital for management and use as the Covid-19 Treatment Hospital, Facility 2. In April 2022, Go Vap District Hospital handed over the entire facility to the center for management and use.

Currently, the roof of Area C has completely collapsed. Area AB, which consists of 1 ground floor and 2 upper floors, is also seriously degraded; the roof drainage system is leaking, the surrounding walls and the walls separating the rooms are leaking and peeling. The entire staircase area is rotten, so the center has to be fenced off and not used... In particular, because the center does not have a drainage system, when it rains, the entire center is flooded because the floor is nearly 1.5m lower than Le Duc Tho street. The district has a plan to rebuild, but up to now, the City Department of Health has not yet handed over the public property to the People's Committee of Go Vap district.

Need to promote good models and creative ways of doing things
Members of the monitoring delegation expressed their admiration for the Go Vap health sector for its many breakthroughs and good models in gathering a team of retired doctors and nurses (currently the Retirement Club has over 100 members) who are always ready to participate in medical examination and treatment and epidemic prevention. Attracting a team of doctors and nurses who graduated from preventive medicine to work, supplementing the health stations.
“In particular, the training and professional development of medical staff has made a real breakthrough when currently 8/16 station chief doctors have master's degrees, 1 doctor has a specialist level 2 degree”, Mr. Le Truong Hai Hieu, Head of the Economic - Budget Committee, City People's Council highly appreciated and suggested that Go Vap should further study the model of initial first aid for stroke patients. This is a disease that takes many lives every year, however, initial first aid for these patients is still limited.

Dr. Nguyen Huu Hung, Deputy Director of the Ho Chi Minh City Department of Health, informed that the city continues to supplement and perfect policies to help ensure that grassroots health care plays a leading role in disease prevention, medical examination and treatment, and public health care. On October 25, 2023, the Secretariat issued Directive No. 25-CT/TU on continuing to strengthen, perfect, and improve the quality of grassroots health care activities in the new situation. Directive 25 will create new vitality and supplement quality human resources for grassroots health care. According to Circular 03/2023/TT-BYT of the Ministry of Health dated February 17, 2023 on guidelines for job positions, quotas for the number of employees, and staff structure according to professional titles in public health service units and based on the total population of the district, Go Vap needs 227/171 existing staff. The District Health Center must advise the District People's Committee on this matter to ensure that each health center must have 2-5 doctors in the coming period.

Concluding the monitoring session, Mr. Cao Thanh Binh, Head of the Culture - Society Committee, City People's Council highly appreciated the outstanding efforts of the medical staff of Go Vap district in the epidemic prevention work. The district is a bright spot in implementing Resolution 01 in attracting young medical staff, especially community health doctors to work in the locality. However, not being subjective with the achieved results, the district must proactively propose the right addresses to remove difficulties; focus on selecting areas with their own characteristics to equip modern medical equipment; urgently research and develop a project to rebuild degraded health stations...
