Strictly handle subjects with acts of violence against children in Quang Nam

NDO - Regarding the case of a nanny lifting a 20-month-old child upside down and beating him during nap time in Quang Nam, on April 12, the Department of Mothers and Children, Ministry of Health sent an official dispatch to the Department of Health of Quang Nam province to verify and handle the case of child abuse.

According to the Department of Mothers and Children, on April 11, several online newspapers published articles reflecting on a teacher at a private preschool in Phuoc Chanh village, Que My commune, Que Son district, Quang Nam province, lifting and beating a child about 20 months old during nap time (with pictures and clips attached).

To ensure the implementation of children's rights, prevent and combat violence and child abuse, the Department of Mothers and Children requests the Department of Health of Quang Nam province to coordinate with relevant agencies, the People's Committee and the police agency where the incident occurred as reported in the newspaper to inspect, verify the incident and promptly and strictly handle those who violate children's rights.

At the same time, implement measures to support, intervene, and ensure children's rights according to the provisions of Decree No. 56/2017/ND-CP dated May 9, 2017 of the Government detailing a number of articles of the Law on Children.

The Department also requested the Quang Nam Provincial Department of Health to strengthen communication work, raise awareness of agencies, organizations, families and individuals in caring for, nurturing and educating children; and prevent violence and child abuse.

Report results to the Department of Mothers and Children before April 15, 2025 for synthesis and reporting to the Ministry's leaders.

Previously, on the evening of April 11, a nearly 2-minute clip appeared on social media recording a scene where many children were lying on a mini bed when suddenly a woman walked up, grabbed the leg of a child lying close to the edge of the wall, lifted him up, then used an object resembling a ruler to hit him repeatedly... The incident shown in the clip occurred at around 11:55 a.m. on April 11, causing outrage among the public.

On the night of April 11, the police of Que My commune, Que Son district, Quang Nam province called and invited NNUL, the owner of the private nursery and also the person who committed the act of violence against the children as shown in the video clip, to work.

Initial verification results determined: At about 11:55 a.m. on April 11, 2025, at the CC nursery group in Que My commune, Que Son district, Quang Nam province, owned by NNU L (born in 2001). While watching the children go to bed, L abused NLHN (born in 2023) and NPĐ.K (born in 2023), threatening them to stop crying and go to sleep.

The incident was recorded by a camera in the children's classroom, and at around 6:30 p.m. the same day, the parents of NPĐ.K posted it on Facebook and reported it to the police. At the police station, NNU L admitted all of his wrongdoings.

The case is currently being investigated and strictly handled by the Office of the Investigation Police Agency of Quang Nam Provincial Police in coordination with professional units and Que My Commune Police according to the provisions of law.

It is known that on the evening of April 12, the Investigation Police Agency of Quang Nam Province Police issued an Emergency Detention Order and a Decision to temporarily detain NNU L to investigate the act of torturing others under Article 140 of the Penal Code.
