Trieu Phong enhances the role of agricultural cooperatives

Currently, Trieu Phong district has 85 cooperatives, 18 cooperative groups operating in the field of agricultural and fishery production with nearly 20,000 members. Most cooperative members are representatives of households. The average total assets of each cooperative is 2,282 million VND, of which current assets are 486 million VND, fixed assets are 1,796 million VND, revenue is 712 million VND/year, average profit is 153 million VND/year.

In particular, many cooperatives have achieved high production and business efficiency, bringing profits to members, including Bich La Cooperative. Many members of this cooperative said that in 2024, under the management of the Cooperative Management Board, the average annual rice yield reached 12.2 tons/ha, the annual revenue was more than 4.5 billion VND, the profit was more than 253 million VND, and the member's share was 100,000 VND/share. The cooperative has done well in the stages of services, production, field protection, basic construction, midland forest management, social welfare, and maintained a good model cooperative of the province, so the members are assured and excited.

Many cooperatives have actively applied digital transformation to trace the origin of the commune's key products and sold them through e-commerce channels such as rice in association with Quang Tri Trading Corporation, Long Quang watermelon, and Van Tuong clean guava with a fairly high consumption level. From the results achieved by cooperatives and cooperative groups, they have contributed to increasing the value of agricultural - forestry - fishery production in 2024 to VND 1,418.5 billion, an increase of 5.9% compared to 2023, exceeding the annual plan.

Head of the Department of Agriculture and Rural Development of Trieu Phong district, Tran Thien Nhan, said that in order to achieve that result, recently, the Party Committee and the government of Trieu Phong district have issued many documents directing cooperatives to convert their operations according to the Law on Cooperatives, have a clear organizational structure and division of responsibilities, receive training support in expertise, management skills, and cooperative accounting; develop operating regulations, production and business plans suitable to the actual situation and service provision capacity of the cooperative.

On June 19, 2023, the District People's Committee issued Plan No. 122 on merging and consolidating small-scale cooperatives with long-term poor performance in the district; on July 15, 2024, it issued Plan No. 137 on the plan for developing collective economy and cooperatives, and at the same time coordinated with the Provincial Department of Rural Development to check the registration of the list of capital needs to support the development of collective economy and cooperatives in 2025 as well as review a number of effectively operating cooperatives in the area to plan and develop support projects in the coming time.

Coordinate with relevant units to review the production and consumption of linked products in the area, the use of accounting software by cooperatives to find solutions for more effective implementation. Along with that, Trieu Phong district implements a policy to support the development of cooperatives. Accordingly, many cooperatives are supported with development investment capital from the central budget under the National Target Program on New Rural Construction in 2024 to concretize intra-field roads, solidify canals, with a total supported capital of nearly 4 billion VND.

In addition, the FCMR project's Livelihood Program supporting Trieu Son Lotus Agricultural Products Cooperative with a total capital of 11 billion VND has been completed and put into operation. The District People's Committee supports Trieu Phong Natural Farming Clean Agricultural Products Cooperative to participate in displaying goods at the Trade and Tourism Fair - Trans-Asia Bridge - Quang Tri in 2024 taking place in mid-June 2024 at the Provincial Conference Service Center.

Mr. Tran Thien Nhan added that, besides many cooperatives operating effectively, there are still some cooperatives operating purely on a seasonal basis, without developing annual production and business plans and long-term operation plans; the number of cooperatives is large but their scale is still small, mainly at the village level to provide essential services on irrigation, plant protection, and agricultural materials.

Joint ventures with input suppliers and product consumers of the cooperative still face many difficulties due to the lack of proactive cooperation with enterprises to consume products for the people. In addition, the scale of production, business and services is small, slow to grasp market information and prices, unsustainable, and not commensurate with the needs and expectations of the cooperative members.

In 2025, the Party Committee and the government of Trieu Phong district determined that agricultural production plays an important role in the economy, thus continuing to improve the quality of cooperative operations. To achieve that goal, Trieu Phong district continues to issue mechanisms and policies to create favorable conditions to encourage cooperatives and cooperative groups to develop commercial services such as internal credit, linking the consumption of agricultural products and materials services to improve the quality of support for household and farm economic development.

On the other hand, review and guide cooperatives to comply with the provisions of the Law on Cooperatives 2023, at the same time complete business registration procedures, taxes, and other financial policies to avoid cases of business license revocation, and at the same time innovate production and business methods, promote the role of autonomy, self-responsibility, improve competitiveness, operational efficiency of cooperatives and protect the interests of members. Focus on building a model of linking production and product consumption according to the value chain, proactively transforming digitally to meet market requirements. Thereby, creating jobs and increasing income for cooperative members.

In the immediate future, the cooperative needs to ensure direct service stages serving agricultural production, mobilize capital contributions from members, develop a plan to convert the content of activities to a new cooperative model, improve production efficiency, service business as well as organize large-scale field production and farm scale. Continue to pay attention to supporting the cooperative management board to study and visit effective linkage models for reference and application in the production and business management process of the cooperative to achieve higher results.

Develop detailed plans for each production and business sector, focusing on transforming the structure of crops and livestock, applying scientific and technological advances, strengthening joint ventures, partnerships and investment in facilities, improving the capacity of management staff, changing service methods to exploit local potential and advantages to provide better services and improve production and business efficiency.
