Speaking at the ceremony, General Secretary To Lam acknowledged that since the Party was founded, under the leadership of the Party Central Committee and the Da Nang Party Committee, the army and people of Da Nang have been united, unanimous, and upheld their indomitable will, achieving resounding feats of arms, contributing to glorious victories in the two resistance wars against French colonialists and American imperialists.

Entering the period of national construction and defense, our Party continues to lead and direct the people's revolutionary cause to overcome countless difficulties and challenges and achieve many great achievements.

After 40 years of implementing the renovation policy, our country has escaped from underdevelopment, independence, sovereignty, and territorial integrity have been maintained, Vietnam's position in the international arena has been enhanced, people's lives have been increasingly improved, creating the premise for our country to enter a new era, an era of national growth.

For Da Nang, especially since becoming a centrally-governed city in 1997, the Party Committee, government and people of Da Nang have constantly strived to overcome difficulties and challenges, devoting all their efforts, heart and soul to the work of construction and development.

Starting with many difficulties, poor socio-economic, infrastructure, transportation, and unsynchronized planning. However, after 28 years of hard work and creativity, the Party Committee, government, and people of Da Nang have created a new face for the locality, turning Da Nang into a livable, civilized, dynamic, creative, and friendly city, with outstanding achievements such as continuous economic growth with positive structural changes, in the right direction. Tourism has become a key economic sector, forming a competitive brand at the regional and international level.

Da Nang has gradually affirmed itself as one of the pioneering localities in innovation, an attractive destination for domestic and foreign investors and tourists. Da Nang has also created a miracle on the Han River in Vietnam in socio-economic development with the "5 highs" model: high knowledge, high culture, high income, high governance and high living standards. The most outstanding feature of the city's achievements is the planning, infrastructure development, urban space has been expanded many times, the city's appearance has completely changed and modernized.

General Secretary To Lam assessed that Da Nang city is one of the leading localities in socializing education, exempting and reducing tuition fees for students at all levels in the area. The city's health system has been invested synchronously and modernly, meeting the needs of health care and protection for the people of the city and localities in the region.

Along with that, the Party building, Party rectification and political system work is focused on by the City Party Committee, identified as a key task, proactively arranging the organizational apparatus in conjunction with streamlining the payroll, restructuring the staff, civil servants and public employees, proposing and effectively implementing a streamlined, effective and efficient urban government model, suitable to the specific characteristics of Da Nang, a young and dynamic city.

At the ceremony, on behalf of the Party and State leaders, General Secretary To Lam commended and congratulated the impressive achievements that the Party Committee, government and people of Da Nang city have achieved over the past period. The Party Committee, government and people of the city must fully and deeply understand the role, strategic position, importance and responsibility of Da Nang in the Central Coast region and the whole country to strongly arouse the desire for development, the spirit of self-reliance, dynamism, creativity, daring to think and dare to do of cadres and party members, effectively exploit special mechanisms and policies, create new momentum to develop Da Nang to its full potential.

The goal of national development has been posing many new requirements for the cause of innovation and socio-economic development, requiring the Party, State and people in general, and Da Nang in particular, to strive more strongly and resolutely, to strongly arouse national spirit and the aspiration to develop a prosperous and happy country.

The General Secretary emphasized that Da Nang must become an international trade center, an attractive destination for investors and tourists, a gathering place for talents and creative ideas, where tourism, ecological and cultural resources blend together to create attractiveness and unique identity, so that together with the capital Hanoi, Ho Chi Minh City, Hai Phong City and Hue City, it can be both a driving force for economic development of the whole country and a symbol and pride in Vietnam's efforts to overcome difficulties and obstacles and rise successfully, a new model of socialism with Da Nang's own unique characteristics.

To do so, Da Nang must respect, preserve, inherit and promote its cultural and historical values ​​and achievements; absolutely must not be subjective, satisfied, nor panic or worry about the challenges that arise.

Lieutenant General Nguyen Thanh Tuan, former Director of the Propaganda Department, General Department of Politics of the Vietnam People's Army, former Deputy Team Leader of Da Nang City Special Forces, directly participated in the Quang Nam - Da Nang Campaign, representing Veterans participating in the city's liberation, spoke at the ceremony.

General Secretary To Lam requested the city to resolutely, urgently, and focus on building a streamlined Party Committee and political system that operates effectively, efficiently, and friendly; and to strengthen solidarity and unity within the Party Committee and the entire political system, and consensus among the people.

Da Nang must proactively prepare the mindset and conditions to ensure timely and effective implementation of the arrangement of administrative units at all levels as soon as there is an official policy from the Central Government, not to be passive, interrupted, or affect the implementation of political tasks, especially in leadership, direction, and management of socio-economic development, and handling administrative procedures for people and businesses. Well preparing for the Party Congresses at all levels for the 2025-2030 term is truly a broad political activity in the entire Party and people.

The General Secretary requested that Da Nang needs to systematically, effectively and synchronously implement the Central's resolutions, policies and orientations on building and developing the city in association with innovation in thinking and strategic vision.

At the same time, promote in-depth economic growth models, taking science and technology and innovation as the main driving force and resource for rapid and sustainable development, developing green economy, digital economy, circular economy, knowledge economy, sharing economy, night economy in emerging economic sectors and fields.

Da Nang must be determined to realize its development aspirations, fully and accurately identify its potentials and advantages to proactively research and propose to the Central Government to perfect institutions, issue policy mechanisms, and create new development space and motivation.

In particular, it is necessary to prioritize resources to build a regional financial center and free trade zone; develop science and technology infrastructure, innovative startups; promote the development of new fields such as the Internet of Things, artificial intelligence, big data and semiconductors. Build Da Nang into a growth pole of Vietnam and one of the highly competitive cities in the Asia-Pacific region.

The city also needs to focus on developing high-quality human resources, especially attracting experts in the fields of technology, finance, and training highly skilled workers to meet the demands of the market and investors. This is considered the most powerful weapon to change and develop Da Nang in the digital age and innovation.

The General Secretary believes and has great expectations for the Party Committee, government and people of Da Nang city to continue to unite, be of one mind and join forces, with a desire to contribute, high political determination, flexibly seize opportunities, be proactive, creative, turn difficulties into motivation, turn challenges into opportunities to comprehensively promote the cause of innovation and successfully complete the tasks set forth by the Resolution of the 13th National Party Congress and the 22nd City Party Congress, building Da Nang today as well as tomorrow to be increasingly rich, peaceful, civilized and modern, together with the whole country entering a new era, an era of sustainable development and prosperity.
