Implementing the national target program in 2024

Vice Chairman of the Provincial People's Committee Lo Van Tien concluded the conference.

According to the Steering Committee's report, the total capital plan for the assigned national target programs in 2023 is VND 2,193,872 billion, of which VND 2,177,311 billion has been fully allocated (reaching 99.2% of the assigned capital plan). The capital disbursement rate reached VND 1,519,477 billion (69.78% of the capital plan). In 2024, the province completed the detailed allocation of VND 2,005,982 billion (reaching 95.2% of the plan), of which: Development investment capital is VND 1,229,659 billion (reaching 92.43%); public service capital is VND 776,323 billion, 100% allocated. Total disbursed capital in the first 3 months of the year was 78,485 billion VND, reaching 3.91% of the plan (investment capital reached 6.3% and career capital reached 0.08%).

The implementation of national target programs has contributed to promoting the completion of rural and mountainous socio-economic infrastructure in Dien Bien province. However, the implementation of the programs still has many limitations and difficulties such as: The number of regulations and instructions related to the implementation is large, with inconsistent content; investment in construction works and infrastructure projects is related to many fields, requiring many processes and procedures, so it takes a lot of time. The implementation of policies to support production development, livelihood diversification and replication of poverty reduction models at the commune level is still difficult and problematic.

Delegates from districts, towns and cities requested the Provincial People's Committee to soon issue technical and economic norms for production support contents from the capital sources of national target programs; planting cinnamon in planned areas of production and protection forests; supporting communes in building smart new rural areas. Regarding existing difficulties, the District People's Committee requested the Provincial People's Committee to organize meetings to discuss and resolve them so that the districts have a basis for implementation.

In 2024, the Steering Committee set out 8 key contents and tasks to implement the National Target Programs, such as: Focusing on directing and guiding localities; diversifying resources (central capital, local capital, capital from supporting corporations and general companies); integrating targeted support projects in the area; strengthening forms of public-private partnership and socialization to attract investment capital. Strengthening communication work to raise awareness at all levels, sectors, all classes of people and the poor in the area. Continuing to promote decentralization of investors to the commune level, increasing people's participation in the process of building and implementing programs associated with guidance, inspection, urging and supervision. District-level People's Committees focus on improving the responsibility of investors.

Leaders of the Department of Labor, War Invalids and Social Affairs explained a number of recommendations of the People's Committees of districts, towns and cities.

Departments and branches assigned to take charge of implementing national target programs are responsible for closely coordinating with district-level People's Committees and related units during the implementation process; promptly advising the Provincial People's Committee to consider, handle and remove difficulties and obstacles to ensure effective implementation, timely completion and achievement of assigned plan targets.

Determined to complete the goals and tasks in implementing the national target programs in 2024, Vice Chairman of the Provincial People's Committee Lo Van Tien requested departments, branches and localities to strengthen inspection and supervision of implementation. The functional branches urgently advise the Provincial People's Committee to specify Resolution No. 111/2024/QH15 and Document No. 796/UBND-KTN on implementing the National Assembly's Resolution on specific mechanisms for implementing national target programs. The Department of Agriculture and Rural Development reviews and advises the Provincial People's Committee to issue technical and economic norms for production support projects in compliance with legal provisions.
