Implementing the Action Month on occupational safety and hygiene in the Construction industry in 2024

On March 28, 2024, Deputy Minister Bui Xuan Dung signed and issued Document No. 1304/BXD-GD on the implementation of the Action Month on occupational safety and hygiene in the Construction industry in 2024.

Accordingly, the Month of Action on Occupational Safety and Hygiene (OSH) will be held from May 1, 2024 to May 31, 2024 with the theme "Strengthening occupational safety and hygiene at the workplace and in construction works " .

The 2024 Occupational Safety and Health Action Month targets agencies and units under the Ministry; specialized construction agencies; organizations, individuals and workers participating in construction activities.

Agencies and units under the Ministry; specialized construction agencies; organizations, individuals and workers participating in construction activities organize emulation movements to ensure occupational safety and hygiene at the workplace and in construction works, organize rallies or programs and activities in response to the theme and content of the Month of Action on Occupational Safety and Hygiene in the Construction Industry in 2024.

Propaganda activities on occupational safety and health

- Disseminate legal provisions on occupational safety and health, the 2020 amended Construction Law, Decree No. 06/2021/ND-CP dated January 26, 2021 of the Government, Decree No. 35/2023/ND-CP dated June 20, 2023 of the Government, Circular No. 10/2021/ TT -BXD dated August 25, 2021 of the Minister of Construction, National Technical Regulation QCVN 18:2021/BXD on Safety in Construction and Guidance Document on the Inspection Process of Acceptance of Construction Works by Construction Professional Agencies on the website of the Ministry of Construction.

- Develop and disseminate documents, publications, and reports on occupational safety and health topics and content to agencies, organizations, officials, employees, and construction sites directly or through mass media.

Strengthen the organization of training and education on occupational safety and health for the management and supervision department on occupational safety and health and workers; organize conferences, seminars, dialogues on occupational safety and health and activities suitable to the characteristics and conditions of the agency and unit. Guide workers to identify dangerous factors that can cause accidents and measures to prevent accidents at the workplace and on construction sites.

Review and complete the occupational safety and health management system of entities, organizations and individuals participating in construction activities and clearly define the responsibilities for occupational safety and health management according to Decree No. 06/2021/ND-CP; review and supplement regulations, processes and measures to ensure occupational safety and health.

Organize interdisciplinary inspections of occupational safety and health at workplaces and during construction works; handle and propose handling of occupational safety and health violations (if any) according to the provisions of law.

Organize occupational safety and health awards for collectives and individuals with outstanding achievements in occupational safety and health work according to regulations.

Visit and encourage victims and families of people with work-related accidents and occupational diseases.

The Ministry of Construction assigned the State Appraisal Department of Construction Quality (Appraisal Department) to preside over the development of the Guide to occupational safety inspection in construction for construction professional agencies at ministries, branches and localities; preside over and coordinate with the Vietnam Construction Trade Union and a number of Construction Departments to organize an Inspection Team on occupational safety and health in construction and activities in response to the Month of Action on occupational safety and health; summarize and report on the results of the Month of Action on occupational safety and health in the construction industry in 2024.

The Department of Personnel Organization coordinates with the Department of Appraisal to launch emulation movements and commend collectives and individuals with outstanding achievements in occupational safety and hygiene according to regulations.

Agencies and units under the Ministry, based on their functions and tasks, shall develop and organize the implementation of the Action Month plan on occupational safety and health, launch emulation movements on occupational safety and health in accordance with the conditions of the unit; coordinate with specialized construction agencies of the Ministry to organize activities in response to the Action Month on occupational safety and health in the construction industry in 2024 according to the plan.

The Information Center, Construction Newspaper, Construction Magazine coordinate with the Appraisal Department to report and communicate about activities responding to the Month of Action on Occupational Safety and Health in the Construction Industry in 2024 before, during and after the organization time.

The People's Committees of provinces and centrally-run cities coordinate and direct local construction professional agencies (Department of Construction, Departments of specialized construction works management, District People's Committees) to launch the emulation movement on occupational safety and health in the construction industry in 2024 and organize inspections and examinations of occupational safety and health in construction works; handle violations of occupational safety and health (if any) according to the provisions of law;

Organizations and individuals participating in construction activities shall establish and organize the implementation of the Action Month on Occupational Safety and Health, launch emulation movements on Occupational Safety and Health in accordance with the conditions of the unit; coordinate with specialized construction agencies of the Ministry, industry, and locality to organize activities in response to the Action Month on Occupational Safety and Health in 2024 according to the plan.

The Ministry of Construction requests the Departments of Construction of provinces and centrally run cities, agencies and units under the Ministry to synthesize and report the results of the implementation of the Month of Action on Occupational Safety and Health in the Construction Industry in 2024 to the Ministry of Construction before June 30, 2024 ( according to Circular No. 02/2017/TT-BLDTBXH dated February 20, 2017 of the Ministry of Labor - Invalids and Social Affairs ).
