On the afternoon of February 26, Mr. Dang Ngoc Hau, Vice Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Steering Committee for the Development of Social Insurance and Health Insurance Participants in Son La Province chaired the Conference to review the activities of the Steering Committee in 2024, assign targets, and sign commitments to develop social insurance and health insurance participants in 2025. Attending the conference were leaders of departments, branches, sectors, and organizations of the province and districts, towns, and cities.
In 2024, the work of developing participants in social insurance, health insurance, and unemployment insurance achieved many positive results. The whole province exploited 108 new units with 386 employees, bringing the total number of units participating in compulsory social insurance to 3,474 units. The number of social insurance participants reached 171,582 people, equal to 22.5% of the labor force, exceeding the assigned target. Of which, compulsory social insurance had 124,850 people, reaching 104.2% of the target, voluntary social insurance had 46,732 people, reaching 96.3% of the target. In particular, the health insurance coverage rate reached 97% of the population, completing 100.4% of the assigned target. Unemployment insurance had 114,550 participants, accounting for 15% of the labor force.
The conference announced Decision No. 105 dated January 14, 2025 of the Chairman of the People's Committee of Son La province on assigning targets for developing social insurance and health insurance participants in the province in 2025. Strive for the rate of social insurance participants to account for 23.4% of the labor force, and the health insurance coverage rate to reach 96.2% of the population.
At the conference, delegates focused on analyzing and clarifying difficulties and obstacles, and at the same time, proposed solutions to develop social insurance and health insurance participants; Coordinated with departments, branches, and organizations to reach the grassroots level to combine propaganda and mobilize people to participate in social insurance and health insurance; flexibly implemented development solutions, mobilized people to participate and reduced late payment of social insurance and health insurance.
In his concluding remarks at the conference, comrade Dang Ngoc Hau emphasized: The assignment of targets must be linked to the responsibility of the leader, considering this as a criterion for annual evaluation, comments, and rewards of organizations, individuals, and enterprises. All levels and sectors also need to innovate, diversify forms of propaganda, increase socialization, and give health insurance cards to people in difficult circumstances. Promote administrative reform, improve the quality of services for social insurance and health insurance participants.
On this occasion, the Provincial People's Committee awarded the First Class Labor Medal of the President to the Son La Provincial Social Insurance; awarded the Third Class Labor Medal to 2 individuals. The Chairman of the Provincial People's Committee awarded certificates of merit to 3 groups and 3 individuals. The conference also signed a commitment to develop social insurance and health insurance participants in 2025./.
