The Vietnamese wholesale and retail industry is facing many opportunities and challenges. The Ministry of Information and Communications has approved a program to support retail stores in digital transformation.
Connecting technology solutions
On the afternoon of September 13, nearly 200 enterprises and business households in Phu Nhuan district participated in a conference to deploy a digital transformation support program and pilot a survey, measurement, and assessment of the current status and readiness level for e-commerce and digital transformation of enterprises, business households, wholesale and retail stores in Phu Nhuan district. The conference was jointly organized by the Department of Information and Communications of Ho Chi Minh City and the People's Committee of Phu Nhuan district, chaired by the Ministry of Information and Communications and the People's Committee of Ho Chi Minh City.
At the conference, Mr. Tran Minh Tuan, Director of the Department of Digital Economy and Digital Society, Ministry of Information and Communications, said that the current proportion of e-commerce in total retail sales in Vietnam is only about 8%, while the world average is 19.4%. In particular, some countries such as China is 43%, UK 35%, Korea 28%, USA 26%.
Despite achieving an impressive growth rate of 25% for many consecutive years, and ranking third in market size in Southeast Asia, our country's wholesale and retail industry still faces the risk of being invaded by foreign e-commerce, and the security of goods and finance is at risk.
Based on international experience and Vietnamese practice, the Ministry of Information and Communications has approved the Program to support retail stores in digital transformation. The Ministry has chosen Phu Nhuan District, Ho Chi Minh City as the place to pilot the main activities of the program before summarizing and popularizing it throughout the city and the whole country.

Phu Nhuan District pilot for the whole country
Within 1 month, Phu Nhuan district will survey 2,000 units, providing information to assess the level of digital transformation of wholesale and retail businesses in the area. From there, there will be connections between wholesale and retail businesses with technology solutions, along with many preferential and supportive policies.
Director of the Department of Information and Communications of Ho Chi Minh City Lam Dinh Thang assessed that the data from this survey and assessment will not only have immediate significance, but also guide the long-term development of the digital economy of Ho Chi Minh City. The city has identified one of the important tasks in developing the digital economy as supporting small, medium and micro enterprises.
Vice Chairman of Phu Nhuan District People's Committee Do Dang Ai hopes that solution providers will support businesses and business households in the area in the most effective way. Because the majority of traders in traditional markets have limited access to technology.
According to Deputy Minister of Information and Communications Pham Duc Long, one of the most worrying things today is that foreign e-commerce is ready to flood into and dominate the domestic market. If we do not take action, we will gradually lose the market. Meanwhile, Vietnam has 1.4 million grocery stores and 9,000 traditional markets. The entire wholesale and retail sector contributes 9.83% to GDP in 2023, showing the importance of this sector in economic development and job creation for the country. Therefore, supporting digital transformation for the wholesale and retail sector is very necessary.
The main objectives of the program to support digital transformation of retail stores:
· Select and mobilize excellent digital platforms to participate in the program with preferential policies, supporting businesses, stores, and business households.
. 100% of businesses, stores, business households, and retailers nationwide have access to, participate in surveys, and evaluate the level of digital transformation.
. 100% of units that participated in the survey and assessment of the level of digital transformation nationwide experienced digital platforms for digital transformation.
· Create and update a database on digital transformation of businesses, stores, business households, wholesalers, and retailers nationwide.
