On April 12, in Hanoi, the French Embassy in Vietnam held a signing ceremony of cooperation agreements between major French and Vietnamese enterprises, during the visit and working session in Vietnam of the Minister in charge of Foreign Trade and French people abroad, alongside the French Minister for Europe and Foreign Affairs, Mr. Laurent Saint-Martin.
The visit marks a new step forward in strengthening the Vietnam-France Comprehensive Strategic Partnership following the talks between General Secretary To Lam and President Emmanuel Macron in Paris last October, with the identification of cooperation projects towards sustainable, innovative and sovereign development, promoting a partnership based on trust and for common interests.
The cooperation agreements signed today include: Letter of Intent between the French Embassy in Vietnam and the National Innovation Center on enhancing cooperation in the field of innovation; cooperation agreement between Thales Group and VNPT in the fields of satellite telecommunications, cyber security and aerospace connectivity; cooperation agreement between Andros and Tien Giang province on long-term investment in the agricultural sector; cooperation agreement between Olmix and Hoa Phat on the annual supply of animal nutrition and health products; cooperation agreement between HDF Energy and Stavian on the Hydrogen-to-Power project supporting the decarbonization process at petrochemical plants; and a memorandum of understanding between HDF Energy and the Institute of Transport Strategy and Development (Ministry of Construction) for carbon-free heavy-duty vehicles through green hydrogen (locomotives, ferries, etc.).

Speaking at the signing ceremony, Minister of Foreign Trade and French expatriates Saint-Martin emphasized that today's signing ceremony is a testament to the negotiation efforts between businesses and localities of both sides in recent times, bringing about many important results.
“Vietnam is now integrating innovation and technology into its economic development priorities. We are pleased to be part of Vietnam’s new direction towards better quality growth,” said Saint-Martin.
Affirming that trade and investment are important areas in the cooperative relationship between France and Vietnam and need to be further developed, Minister Saint-Martin also said that the agreements signed today will contribute to bringing more resources to invest in Vietnam's innovation sector.
French enterprises in the field of technology and innovation with international prestige will continue to accompany and support partners in Vietnam to contribute to the overall development of the economy, creating many local added values, Mr. Laurent Saint-Martin affirmed.

Emphasizing the importance of strengthening the Comprehensive Strategic Partnership between Vietnam and France, especially in the field of science and technology, Mr. Vo Xuan Hoai - Deputy Director of the National Innovation Center said that the two countries are actively cooperating in training human resources in science and technology, with about 8,000 Vietnamese students studying and working in France. Many Vietnamese people, after studying and developing in France, especially in major technology centers such as Paris, Toulouse, Lyon, etc., have returned to Vietnam to work.
Mr. Vo Xuan Hoai also said that Vietnam has issued many policies and mechanisms to support businesses, especially high-tech businesses, promoting participation in science and technology and innovation activities, contributing to building an innovation ecosystem in Vietnam.
The Deputy Director of the National Innovation Center emphasized that the signing of cooperation agreements today will create conditions to further strengthen the cooperative relationship between the two sides, as well as support Vietnamese enterprises to have opportunities to participate in investment and development in France, especially in the fields of technology and innovation.

Within the framework of the signing ceremony, Minister Laurent Saint-Martin also announced the launch of the France-Vietnam Innovation Year 2025 on the occasion of the 52nd anniversary of the establishment of diplomatic relations between France and Vietnam.
According to Mr. Saint-Martin, innovation is one of the focuses of the Comprehensive Strategic Partnership between the two countries, and that is why France decided to organize the France-Vietnam Innovation Year in 2025.
This event will be officially launched on the occasion of the French Tech Vietnam Summit taking place in Ho Chi Minh City on May 27, bringing together the innovation ecosystems of France and Vietnam to promote specific exchanges and cooperation, with a special emphasis on events that further enrich dynamic cooperation in the fields of science, technology, economics and academia.
