Implementing the decision of the Ministry of Public Security, from March 1, Hanoi City Police has terminated the activities of 30 district-level police; the functions and tasks of district-level police have been transferred to the City Police and commune-level police.

Based on the nature, importance and specificity of the Capital, in order to ensure security and order to continue to be maintained, maintained smoothly without interruption, affecting people's lives, right from the beginning of the plan to streamline the organizational structure, the Party Committee and the Board of Directors of the Hanoi City Police Department directed functional units to study and deploy city police facilities in 30 districts, towns and cities and officially deployed from March 1.

Accordingly, the Hanoi City Police Department is located at the former district police headquarters to take advantage of infrastructure and equipment to avoid waste and facilitate people's travel in handling work.

The functional departments of Hanoi City Police arrange local teams including department leaders, team commanders and officers and soldiers of the department to directly station and work at the city police station to perform their duties.

The Hanoi City Police Department is not a police level within the organizational system of the City Police Department, but is a mechanism for general management, operation, coordination, and close connection of forces in districts, towns, and cities; operating according to common and unified regulations to ensure the nature of armed forces.

Each facility is headed by a leader of the City Police Staff Department and performs the function of assisting the City Police Department Board of Directors in inspecting, urging, operating, maintaining the general operations of the facility, coordinating forces in situations where it is necessary to mobilize local teams; maintaining the duty, combat duty, and command duty of local teams at the facility.

This is a creative, flexible and necessary measure and solution in the transitional period, handing over the tasks of the previous district-level police but still ensuring that no intermediary steps arise; all work of the local team is managed directly by the functional departments, which are the "extended arms" of the departments that are close to the locality 24/7, ready to resolve cases right at the grassroots level.
