Accordingly, from March 1, Hanoi City Police dissolved district-level police and affiliated organizations (except police stations), merged the Security Police Department and the Mobile Police Regiment into the Mobile Police Department.

Hanoi City Police arranged 30 bases located in districts, towns and cities to carry out tasks and assigned a Deputy Chief of Staff to directly take charge of the base.

With the spirit of "running and lining up at the same time", Hanoi City Police have basically completed the restructuring of the apparatus according to the new model and received a number of important tasks from other departments and branches transferred to the police force.

This is a revolutionary step, demonstrating the pioneering and exemplary role of the Capital Police in implementing the policies of the Party and State.

The implementation of the new organizational model in the direction of "comprehensive province, strong commune, close to the grassroots", without organizing district-level police, requires commune-level police to enhance their responsibility, proactively grasp the situation, and promptly resolve security and order issues right at the grassroots level.

Speaking at the conference, Major General Nguyen Thanh Tung, Deputy Director in charge of operations of Hanoi City Police, requested units to promptly get to work, organize meetings, assign specific tasks to each officer and soldier, and strengthen inspection and discipline of units.

For professional departments, it is necessary to focus on guiding commune-level police to implement according to decentralization, not to leave areas, fields, cases, or subjects unattended; review topics, plans, assignments, and decentralization of work to advise on adjustments, supplements, and improvements, ensuring suitability, connectivity, and synchronization with the new model from the city to the commune level.

Regarding the new tasks received from departments and branches (drug addiction management, driver's license testing and issuance, criminal records, network information security), relevant units urgently develop training and coaching plans, closely coordinate with inter-sectoral agencies so that the reception is carried out smoothly, serving the people well; propose timely provision of specialized equipment.

In particular, regarding criminal proceedings, crime prevention and control, sentence enforcement and judicial support, Major General Nguyen Thanh Tung requested the Office of the Hanoi City Police Investigation Agency and other units to continue to strictly implement the work of receiving reports and denunciations of crimes, not leaving a legal gap when not implementing the model of district-level police investigation agencies.

With a spirit of urgency, determination and exemplary and pioneering attitude, Hanoi City Police has completed the organization arrangement, reducing levels and intermediaries. This is the basis for strengthening the direct and concentrated leadership of Hanoi City Police leaders in all aspects of work, and at the same time is a favorable condition for continuing to arrange and readjust the force in the direction of strengthening the direct combat force, focusing on the grassroots.

Major General Nguyen Thanh Tung was assigned to run the Hanoi City Police Department . After Lieutenant General Nguyen Hai Trung was appointed Deputy Minister of Ethnic Minorities and Religions, the Minister of Public Security assigned Major General Nguyen Thanh Tung, Deputy Director of the Hanoi Police Department, to run the unit.
