Does the commune health station have the professional title of Grade III Population Officer?

Regarding this issue, the Ministry of Health responded as follows:

Circular No. 03/2023/TT-BYT dated February 17, 2023, the Ministry of Health bases on the principles of determining job positions in Clause 2, Article 3 and Clause 1, Article 4 of Decree No. 106/2020/ND-CP dated September 10, 2020 of the Government.

At the Commune Health Station, there are no tasks corresponding to the tasks of the professional titles of Population Officer Grade III. Therefore, only health service units with the job position of Population Officer Grade III that need to use will consider promoting the civil servant with the professional title of Population Officer from Grade IV to Grade III (not automatically being transferred from Population Officer Grade IV to Grade III).
