Approval of adjustment of Long Thanh International Airport Project Phase 1

The total investment of the Project is 109,717,499 billion VND. Project implementation period: 2020 - 2026 (basically completed in 2025).

Decision No. 692/QD-TTg amends and supplements Clause 3, Article 1 of Decision No. 1777/QD-TTg dated November 11, 2020 on the Investor of Component Project 4 as follows:

Component project 4 - other works: Dong Nai Provincial People's Committee organizes the selection of investors for the works: (1) Fuel pipeline system for aircraft from the source port to the boundary of Long Thanh International Airport; (2) Airport city; (3) Aviation industrial park; (4) Airline operation center.

The Ministry of Construction organizes the selection of investors for the aircraft maintenance area (from hangar 1 to 4), cargo terminal 2, express cargo terminal, and cargo warehouse from 5 to 8.

Vietnam Airports Corporation invests in the following items: cargo warehouses from No. 1 to No. 4, solar power system, technical infrastructure synchronously connected with aviation service works.

In addition, adjust and supplement the construction investment target stipulated in Clause 4, Article 1 of Decision No. 1777/QD-TTg as follows: Investing in the construction of Long Thanh International Airport Phase 1 with 02 runways; 01 passenger terminal and synchronous auxiliary items with a capacity of 25 million passengers/year; 1.2 million tons of cargo/year.

Adjust and supplement Clause 5, Article 1 of Decision No. 1777/QD-TTg on the content and scale of investment in construction of phase 1 as follows: Airport infrastructure: construction of 02 runways with a length of 4,000 m, width of 75 m (B _m = 45 m, B _shoulder = 2x15 m) and a system of taxiways and parking lots to ensure the operation of all types of aircraft with a capacity of 25 million passengers/year and 1.2 million tons of cargo/year.

Total investment of the Project is 109,717,499 billion VND

Decision 692/QD-TTg also adjusts and supplements the content on the Total Project Investment (Clause 14, Article 1 of Decision No. 1777/QD-TTg) as follows:

The total investment of the Project is 109,717,499 billion VND (instead of 109,111,742 billion VND in Decision 1777/QD-TTg), equivalent to 4,690.78 million USD (exchange rate 1 USD = 23,390 VND announced at Vietcombank on May 25, 2020).

Project implementation period : 2020 - 2026 (basically completed in 2025).

Implementing component projects: Assigning the authority of the investment decision maker to the units in charge of state management agencies for Component Project 1, Vietnam Air Traffic Management Corporation for Component Project 2, Vietnam Airports Corporation for Component Project 3 and some items of Component Project 4 as stated in Clause 3, Article 1, investors selected by the Ministry of Construction and Dong Nai Provincial People's Committee for Component Project 4 and responsible according to current law provisions.

At the same time, adjust and supplement the notes of the Appendix on the total investment of Long Thanh International Airport Project Phase 1 (attached to Decision No. 1777/QD-TTg dated November 11, 2020 of the Prime Minister):

Component project 3 - Essential works of the airport carried out by the airport operator, including: general infrastructure (bomb and mine clearance, leveling and site preparation, fence construction, traffic connecting routes 1, 2 and intersections; roads and car parks, bridges, tunnels, power supply, water supply and drainage, lighting, telecommunications...); works at the airport area (02 runways, taxiways, aviation lights, ILS/DME equipment system...); aircraft parking lot; aircraft fuel supply system; passenger terminal; cargo terminal 1, parking garage, Port management building and other auxiliary works.

Other contents remain the same as Decision No. 1777/QD-TTg dated November 11, 2020 of the Prime Minister.

This Decision comes into force from the date of signing (March 29, 2025).
