The Ministry of Transport has just reported to the National Assembly on the implementation of Resolution No. 62/2022 on questioning activities at the 3rd Session, Resolution No. 100/2023 on questioning activities at the 5th Session, 15th National Assembly and Resolution No. 109/2023 on continuing to implement a number of resolutions of the 14th National Assembly and from the beginning of the 15th term to the end of the 4th Session on thematic supervision.
Regarding the progress of investment in building rest stops on highways, the Ministry of Transport said that it approved the network of rest stops on the North-South expressway in the East from Lang Son to Ca Mau with a total of 36 stations.
A rest stop on the North-South Expressway has been completed and put into operation.
Up to now, 9 stations have been invested and are being built (6 stations have been put into operation, 1 station has been put into operation on one side, is investing on one side, 2 stations are investing in construction); 1 station managed by the locality will be deployed when investing in the Huu Nghi - Chi Lang expressway; 2 stations on the route managed by the Vietnam Expressway Development Investment Corporation are implementing investment procedures.
With 24 stations belonging to the North-South Expressway component projects, the Ministry of Transport said that 8 stations have completed selecting investors and signing contracts.
For these stations, the Ministry of Transport is directing investors to urgently complete procedures, speed up construction progress and coordinate with localities to promptly hand over the site, meeting the basic progress of completing essential public service works (restrooms, parking lots) before December 31, 2024 and completing all stations in 2025.
The Ministry of Transport said that 13 stations are organizing bidding to select investors. However, on September 16, 2024, the Government issued Decree No. 115/2024 detailing a number of articles and measures to implement the Law on Bidding on selecting investors to implement investment projects using land.
Accordingly, for rest stops that are issuing bidding documents but have not received any investors submitting bidding documents by August 1, 2024, the bidding notice must be canceled and the selection of investors stopped. Therefore, these 13 rest stops have canceled the bidding notice and stopped the selection of investors.
On September 30, 2024, the Ministry of Planning and Investment issued Circular No. 15/2024 stipulating the form of bidding documents for selecting investors to implement investment projects under the public-private partnership method, business investment projects; providing and posting information on investment under the public-private partnership method, bidding for selecting investors on the national bidding network system.
The Ministry of Transport is urging units to update the bidding documents according to the new circular, organize the approval and issuance of bidding documents, and select investors. The selection of investors is expected to be completed in 2024.
There are 3 stations that are completing legal procedures, investment plans or are carrying out procedures to add a rest stop item in the project investment decision.
To serve the essential needs of people while waiting for the rest stops to be completed and put into operation, the Ministry of Transport has directed agencies and units to organize 8 temporary rest stops along the North-South expressway in the East, where there are no rest stops.
In which: From Hanoi to Vinh, in addition to the 2 stations currently being exploited by the investor, which are the VEC station at Km227 in Ha Nam province and Xuan Khiem station at Km269 in Ninh Binh province, on the Phap Van - Cao Bo section, 3 temporary stations will be arranged from Mai Son (Ninh Binh province) to Vinh (Nghe An province).
The section from Ho Chi Minh City to Nha Trang (Khanh Hoa province) has 5 temporary stations, including 3 temporary stations in the direction from Nha Trang to Ho Chi Minh City and 2 temporary stations in the direction from Ho Chi Minh City to Nha Trang.
For the Cam Lo - La Son route connecting Quang Tri with Thua Thien Hue, which is more than 98 km long, there are currently temporary rest stops at Km64+200 on the left and Km77+800 on the right to ensure rest stops for vehicles participating in traffic on the route.
The Ministry of Transport has provided and listed the locations of rest stops and gas stations on routes connecting to highways through intersections so that vehicles can know and use them temporarily.
