(NLDO) - Prime Minister Pham Minh Chinh has resolutely requested that by December 2025, the expressway from Cao Bang to Dat Mui (Ca Mau) must be opened.
On the afternoon of March 29, Prime Minister Pham Minh Chinh chaired a meeting on the results of the inspection and urging the implementation of the plan to complete 3,000 km of expressway by the end of 2025 by 7 working delegations led by Deputy Prime Ministers.

To achieve the goal of having over 3,000 km of expressway nationwide by 2025, the Ministry of Construction, localities and the Vietnam Expressway Corporation (VEC) are currently implementing 28 projects/component projects with a planned completion date of 2025 with a total length of about 1,188 km. Of which, the Ministry of Construction and VEC have 17 projects/889 km; localities have 11 projects/299 km.
In addition, the two projects Dong Dang - Tra Linh (Cao Bang province, 93 km long) and Huu Nghi - Chi Lang (Lang Son province, 43 km long) are scheduled to be completed in 2026, but the two provinces have registered to strive to open the route before December 31, 2025.
Up to now, the progress of most projects has been on schedule, many projects have exceeded the schedule. However, there are still some projects that are behind schedule, some problems and issues have not been completely resolved.
Therefore, the Prime Minister has established 7 inspection teams, led by Deputy Prime Ministers and leaders of ministries, branches and localities as members, to directly inspect, direct and remove difficulties.

Based on the actual situation, the inspection teams assessed the possibility of completion of 28 projects with a total length of 1,188 km, divided into 2 groups.
Group 1 is projects that ensure completion in 2025, including 18 projects/897 km (Ministry of Construction and VEC 16 projects/871 km; localities 2 projects/26 km) basically no longer have major difficulties or problems, the implementation progress closely follows the set plan.
Investors and contractors are making efforts to closely follow the plan, and it is expected that by April 30, 2 sections of 90 km will be completed and put into operation, including the Ben Luc - Long Thanh project from National Highway 1A to Nguyen Van Tao intersection, 20 km long; the final section of the Van Phong - Nha Trang project, 70 km long. At the same time, the main expressway routes of 4 projects, 158 km long, will be opened to traffic, including: Bai Vot - Ham Nghi project, 35 km; Ham Nghi - Vung Ang, 54 km; Bung - Van Ninh, 49 km; Bien Hoa - Vung Tau, 20 km through Ba Ria - Vung Tau province.
Five projects with a total length of 278 km are being focused on resolving existing problems and actively constructing to strive for traffic opening on September 30.
The remaining 8 projects are being scientifically implemented by investors and contractors, determined to strive to complete the main expressway route by the end of 2025.

Group 2 is the projects that are still facing many difficulties, including 10 projects/291 km with plans to complete in 2025 (Ministry of Construction 1 project/18 km; localities 9 projects/273 km) and 2 projects Huu Nghi - Chi Lang and Dong Dang - Tra Linh with plans to open the route in 2025.
In his concluding remarks, Prime Minister Pham Minh Chinh emphasized that completing at least 3,000 km of expressway by 2025 is the target according to the Resolution of the 13th National Congress, an important political task that must be completed.
The Prime Minister assessed that the establishment of inspection teams led by Deputy Prime Ministers has been effective, basically resolving difficulties and providing many solutions for ministries, localities and agencies to implement. Therefore, the target of 3,000 km of expressway by the end of 2025 is feasible and "we have seen the shape of the expressway from Cao Bang to Ca Mau". However, the Prime Minister requested that we not be subjective but continue to promote the spirit of attack, speed and breakthrough even more.
The Prime Minister requested localities to mobilize the entire political system, especially to complete site clearance with flexible application of policies, not to let people suffer; at the same time, ensure the supply of raw materials for projects.
The Prime Minister stated that the provinces of Dong Nai, Vung Tau, Khanh Hoa, Tuyen Quang, Ha Giang, Binh Duong, and Ho Chi Minh City have focused on directing and need to properly implement the commitment to complete site clearance for projects before April 15.
Da Nang City (Hoa Lien - Tuy Loan project) and Tuyen Quang and Ha Giang provinces (Tuyen Quang - Ha Giang project) speed up licensing procedures, increase capacity of rock and soil mines, to be completed in April 2025.
Long An Province (Ho Chi Minh City Ring Road 3 project) speeds up the progress of the intersection project with Ben Luc - Long Thanh expressway to ensure synchronous exploitation of 20 km of Ben Luc - Long Thanh project on the occasion of April 30.
VEC reviews progress, speeds up the completion of bidding packages to soon put this 20 km into operation, and urgently completes the selection of contractors for the bidding package for the Ben Luc - Long Thanh project, no later than April 2025.
Lang Son province (Huu Nghi - Chi Lang and Dong Dang - Tra Linh projects) directed investors to resolutely deploy to open the route and complete it in 2025.
An Giang province urgently completes procedures to increase Antraco stone mine reserves to prioritize supply for key projects in the region planned to be completed in 2025.
Ho Chi Minh City and the provinces of Dong Nai, Binh Duong (Ho Chi Minh City Ring Road 3 project), Dong Thap (An Huu - Cao Lanh project) and the provinces of Tuyen Quang, Ha Giang (Tuyen Quang - Ha Giang project) review progress, proactively source materials, have appropriate and effective technical solutions, do not delay the progress of the projects, and be responsible to the Government and the Prime Minister for the implementation results.
The Prime Minister emphasized that projects completed ahead of schedule and on schedule should be rewarded according to regulations; there should be sanctions for agencies, units and contractors that do not complete projects on schedule.
The Prime Minister assigned the Ministry of Home Affairs to monitor, inspect and urge the emulation movement of 500 days and nights to complete 3,000 km of highway; organize a preliminary and final review of the movement. The military and police forces will participate in doing what they can at the projects.
The Prime Minister requested the Ministry of Construction and the Government Office to coordinate and review projects completed on the occasion of April 30 and September 2 (in which Rach Mieu 2 Bridge must strive to open to traffic on this occasion) and by the end of 2025, organize the inauguration of many projects at the same time to celebrate major holidays.
"The requirement is to definitely open the expressway from Cao Bang through Lang Son to Hanoi, to Ho Chi Minh City and to Dat Mui (Ca Mau) by December 2025," the head of the Government said and directed urgent research and investment in the construction of the expressway from Ca Mau to Hon Khoai port (about 90 km).
