Authorities of Binh Thuan province are urgently completing legal procedures and handing over the site of the Km144+560 rest stop to soon start construction.
On March 26, information from the Vinh Hao - Phan Thiet Expressway Management Board said that the contractor is speeding up construction at two rest stops at Km205+092 through Ham Thuan Bac district (Binh Thuan province).
As for the planned location of the rest stop through Tuy Phong district, the site is expected to be handed over in April 2025.

At the construction site, construction teams are speeding up leveling the ground, completing the construction of the restroom area and parking lot to ensure progress.
Mr. Dinh Van Tinh, the officer in charge of the bidding package of the Expressway Management Board, said that in recent days, Project Management Board 7 has been closely following the construction site to urge the contractor to complete the construction.
The contractor is urgently completing the leveling, solidifying the parking lot, restaurant area, etc.
The site clearance for the Km144+560 rest stop has not yet been completed. On March 20, Project Management Board 7 worked with Tuy Phong district, investors, and contractors on the site clearance.
"It is expected that in April, legal procedures will be completed to hand over the site.
"If the land recovery procedures are not completed before the district and commune merger, the land recovery and handover will take even longer," Mr. Tinh worried.
Rest stop Km205 Vinh Hao - Phan Thiet highway is both temporarily operating and under construction.
Speaking to reporters, Mr. Nguyen Trung Truc, Chairman of Tuy Phong District People's Committee (Binh Thuan Province) said that the main reason for the delay in handing over land at the Km144+560 rest stop (Phong Phu Commune) was due to a land dispute between the two units.
According to Mr. Truc, to resolve the issue, last week (March 20), the Provincial People's Committee invited Project Management Board 7 and related units to a meeting.
The province has assigned the provincial police to investigate the origin of the land and identify the owner. After the legal results are clear, the district will issue a notice to reclaim the land.
"According to the plan, the verification of ownership will be completed in April, the district will complete the legal procedures to hand over to the investor and contractor," said Mr. Truc.

Confusing land owner compensation
According to PV's investigation at the end of September 2024, Tuy Phong District Land Fund Development Center completed the cadastral map dossier and submitted it to the Department of Natural Resources and Environment (now the Department of Agriculture and Environment) for appraisal of the cadastral map to serve the work of compensation and site clearance for the rest stop at Km144+500.
However, during the process of handing over the site, a dispute over ownership arose between the two units.
Specifically, the dispute between Phuc Thuan Agricultural Seed Production and Trading Service Company and Thang Loi Agricultural Seed Production Company. These two units denounced each other and complained to authorities at all levels, so it has been prolonged until now.
Then, in December 2024, the provincial land management department chaired the invitation of district departments, Phong Phu commune People's Committee, and related units to conduct field surveys and determine land use locations to have a basis for implementing the next steps.
After that, the district still waited for feedback from the results of the land ownership and establishment of ownership. This was the bottleneck that led to the district being unable to issue a decision to announce land recovery, causing the clearance work to be blocked.
The Vinh Hao - Phan Thiet Expressway, over 100.8km long, through Binh Thuan province, will be put into operation from May 2023.
On the route, there are two planned locations for rest stops. Currently, the rest stop at Km205+092 (Ham Thuan Bac district) is both under construction and temporarily in operation.
Particularly, station Km144+560 (Tuy Phong district) has not yet completed legal procedures to hand over the site.
