Many key projects in Dak Nong need to have obstacles removed to speed up progress and complete the set goals.


In public investment in general and key projects in Dak Nong in particular, site clearance work still faces many difficulties and obstacles and requires many solutions.
According to investors and localities, problems related to site clearance occur in many projects in Dak Nong. The first prominent issue that must be mentioned is land prices.

For most land clearance projects, people believe that the price is lower than the market price. The second problem is related to the process and procedures for land acquisition.
In some projects, the land acquisition process is not strict. The government does not have the conditions for resettlement for people according to regulations. When people complain, the government loses the argument, so it cannot enforce and acquire the land.
According to Director of the Department of Agriculture and Environment Tran Van Dieu, the Provincial People's Committee has authorized the District People's Committee to decide on specific land prices. Localities can proactively hire appropriate consulting units to grasp and resolve related recommendations on land prices.
“We and localities are strengthening the review to grasp the situation of human resources doing site clearance work in the locality. On that basis, there are solutions to transfer and increase human resources with the right expertise and skills to do site clearance work,” said Mr. Dieu.

In addition, every week, the Provincial People's Committee and departments, branches and localities need to hold meetings to grasp, find causes and propose solutions to remove obstacles in site clearance, especially constraints on mechanisms and policies.
Regarding site clearance, Vice Chairman of Gia Nghia City People's Committee Thach Canh Tinh said that site clearance is currently difficult because it involves many agencies and units. However, there is no consensus among the units.
“There are many projects where the parties hold meetings many times. The leaders of all parties agree, but when the subordinates implement the work, many problems arise. Therefore, more resolute and synchronous solutions are needed in handling them,” Mr. Tinh affirmed.
Regarding site clearance, Standing Vice Chairman of the Provincial People's Committee Le Trong Yen stated that the current general situation among departments, branches, localities and units is still too passive. The parties have not proactively consulted on plans and methods.

“Many units and the Provincial People's Committee still have to remind them to do it. Even the provincial leaders have to instruct them to do it. Meanwhile, the authority on site clearance and specific land prices has been assigned to the chairmen of districts and cities by the Provincial People's Committee,” emphasized Permanent Vice Chairman of the Provincial People's Committee Le Trong Yen.

According to Mr. Yen, investors and localities are still very passive in raising issues and difficulties related to the project. In many cases, the provincial leaders only provide information when asked. Meanwhile, the provincial People's Committee always takes the time to listen to reports from the units.

Departments, sectors and localities need to coordinate more closely to remove difficulties. Departments such as the Department of Agriculture and Environment and the Department of Construction should boldly decentralize project appraisal.

Currently, some key projects in Dak Nong are stuck with earth filling materials, affecting the disbursement progress. For example, the Gia Nghia City Central Square Project.

According to the investor, there are currently about 70,500m3 of soil that has been coordinated from various sources to fill the project but the legal procedures have not been completed. Therefore, the functional units do not have a basis to accept the contractor and carry out the next steps.

“We have proposed that the Provincial People’s Committee direct relevant departments and branches to remove difficulties and obstacles for this 70,500m3 of fill. This is the basis for the Project Management Board to implement the project’s fill immediately after the Dak Nur B hill mine is licensed for exploitation by the Provincial People’s Committee,” said Director of the Dak Nong Provincial Project Management Board Ha Sy Son.
It is known that currently, Dak Nur B mine has been licensed by the Provincial People's Committee for mineral exploration and approved mineral reserves for filling materials.
On February 14, 2025, the contractor submitted an environmental impact assessment report and a technical economic report for land exploitation licensing to the competent authority for appraisal.

Currently, the Department of Finance has organized a meeting to collect appraisal opinions with relevant units. The Department of Agriculture and Environment will collect opinions to determine whether land users violate land laws. After the Department of Agriculture and Environment has comments, the Department of Finance will approve the investment policy.

The leader of the Department of Agriculture and Environment said that the unit has posted the consultation content of the environmental impact assessment report at the Dak Nut B mine leveling investment project. The Department will consult on the contents related to the project implementation location, environmental impact, measures to minimize environmental impact, environmental restoration plan...
Individuals, agencies and organizations with comments will be compiled by local authorities and the Department of Agriculture and Environment, and consultation results will be sent to the project owner.
To overcome difficulties and limit the situation of excess and shortage of land for filling, the unit has actively coordinated with relevant departments and branches to provide guidance and shorten the appraisal time. The Department has advised the Provincial People's Committee to grant exploitation and transportation licenses to organizations and individuals with complete legal documents.

This is a land mine approved by Dak Nong province as an area where mineral exploitation rights are not auctioned. The goal is to shorten the licensing process and procedures to obtain land for the Gia Nghia City Central Square Project and a number of other public investment projects.

Of the total 26 projects to be implemented in 2025 under the management of the Project Management Board, many projects and works are facing difficulties in site clearance. The underlying cause comes from the coordination mechanism. In particular, focusing on key projects of the province such as: Gia Nghia Lake, Provincial Social Protection Center, Museum Complex, Park, Dak Nong Provincial Library...

Director of the Provincial Project Management Board Ha Sy Son said that Gia Nghia City People's Committee and related units coordinated to implement site clearance so that the unit could speed up the progress.
Many projects and works have allocated capital but have not been given a clean site for implementation. Many project items have even stopped construction due to site clearance problems. Some projects must be flexible in transferring capital to increase absorption capacity.

According to Mr. Son, the district and city project management boards need to improve the capacity of professional staff to speed up the work progress. Difficulties and obstacles in site clearance need to be resolved by all parties in coordination to reach the final result.

Regarding the coordination mechanism, Director of the Department of Agriculture and Environment Tran Van Dieu said that first of all, the coordination and unity between local authorities and investors are not really tight. Many problems arise in projects that the two sides have not coordinated to resolve until the final result.
Good site clearance will speed up the progress of projects. To do this, first of all, the coordination between investors and localities must be smooth and close. Departments, branches and sectors coordinate with districts and cities to create unity in action and implementation.

Districts and cities are proactive, creative in leadership, and flexible in handling situations. Relevant specialized departments strictly implement all stages from the inventory process, land origin confirmation, establishment, appraisal to compensation and support plans. In site clearance, flexibly apply steps to shorten time and ensure compliance with regulations.
Localities need to focus on the drastic fight of the entire political system. In particular, it is necessary to promote the role of leaders in Party committees, authorities, the Fatherland Front, and political and social organizations.
This role must be attached to each project, especially key projects. Investors must proactively arrange staff to work directly, coordinate with departments, branches and localities to thoroughly resolve related problems.

Regarding the solution in the coordination mechanism, Director of the Department of Construction Phan Nhat Thanh said that there needs to be a common voice between investors and localities. All parties should advise the Provincial People's Committee on the most feasible solution.
For each locality, it is important that the heads of Party committees and authorities at district and commune levels increase dialogue, listen and promptly and thoroughly resolve people's opinions and recommendations.

“Investors need to determine that site clearance is not the sole responsibility of the locality. Units that coordinate with the locality should do a good job of propaganda and raising awareness for people to understand legal regulations. From there, people will agree and soon hand over the site to the construction unit,” Mr. Thanh stated his opinion.
