On the afternoon of May 26, continuing the program of the 5th Session, the National Assembly discussed the results of the supervision of the settlement of voters' petitions sent to the 4th Session, the 15th National Assembly. Vice Chairman of the National Assembly Tran Quang Phuong said that this was the first time the National Assembly decided to discuss this issue in the hall. The report on the results of the supervision of the settlement of voters' petitions sent to the National Assembly demonstrated the spirit of innovation in the National Assembly's work on people's petitions. The National Assembly highly values the voices and petitions of voters and people as well as the National Assembly's supervisory role in settling the petitions of voters, people, and competent agencies.
Participating in the discussion at the hall, National Assembly Delegate Trinh Xuan An (Dong Nai delegation) said that, in essence, the people's petition work is related to the three functions of the National Assembly: legislation, supervision and decision on important issues. Therefore, the Delegate highly appreciated that at the 5th Session, the National Assembly included this content in the discussion at the hall, demonstrating the effectiveness, efficiency and innovation in the activities of the National Assembly.
National Assembly Delegate Trinh Xuan An (Dong Nai delegation) participated in the discussion.
Delegate Trinh Xuan An suggested that it is necessary to identify sources to monitor the recommendations of the people and voters at each session, through the National Assembly Delegations, through voter contacts and through the Fatherland Front and mass organizations, which will be more complete and consistent.
In addition, Delegate Trinh Xuan An was concerned about the quality of responding to voters' petitions. According to the delegate, responding is mainly demonstrated through explaining and providing information. “In fact, explaining and providing information is also a good thing, thereby clarifying many issues that voters are interested in. However, from another perspective, the regulations of the legal system are still lacking in consistency and there are many issues that voters have to ask about; ministries and branches have to explain and provide a large amount of this. Therefore, it is necessary to have an information channel to see whether voters and people agree with the explanation and information provision or not. In addition, there is currently a large number of petitions being received and resolved, of which 55 petitions do not have a roadmap for resolution, this content needs to be clarified,” the National Assembly Delegate from Dong Nai emphasized.

According to Delegate Trinh Xuan An, the response to voters' petitions has been good, but how they are responded to needs to be evaluated more carefully. Because there is a situation where petitions are not only sent by voters but also by localities; ministries and branches send the Government a response according to procedures or according to legal regulations. This makes it very difficult to satisfy voters' opinions, as well as to meet the role of state management. Therefore, there needs to be criteria to evaluate the response to voters' petitions and those of localities.
Delegate Trinh Xuan An said that there had been a project to establish a People's Aspirations Committee. Currently, the People's Aspirations Committee is carrying out a very large and important amount of work, directly affecting the people, voters, and the political system. The delegate hopes that the People's Aspirations Committee will have a truly suitable position to carry out its assigned tasks.
Also interested in this content, National Assembly Delegate Nguyen Tien Nam (Quang Binh delegation) highly appreciated the efforts of the Petition Committee. The delegate said that the National Assembly Delegations and the Petition Committee have continued and inherited so that the work of resolving voters' petitions is regular and continuous...
National Assembly Delegate Nguyen Tien Nam (Quang Binh delegation) spoke.
Specific statistics show that the response to voters' petitions is carried out in a meticulous, meticulous and persistent manner. The reception, study and resolution of voters' petitions have contributed to removing difficulties and obstacles, promoting socio-economic development, stabilizing social order and safety, improving people's lives, and creating trust for voters and people nationwide.
However, Delegate Nguyen Tien Nam also pointed out that, for specific recommendations, the responses of some ministries and branches are often general, citing this law or that without providing specific guidance on the solution. This makes voters feel unsatisfied. Some response documents do not provide guidance or resolution to what voters are expecting. Some agencies, departments and branches do not respond correctly, focused, and key points. In addition, some agencies, ministries and branches are still slow and have not promptly considered and responded to voters' recommendations. This makes the review and urging process of the National Assembly Delegations and the People's Petitions Committee take a lot of time and effort.
Vice Chairman of the National Assembly Tran Quang Phuong chaired the meeting.
Therefore, in order for the work of resolving voters' petitions to be effective, in accordance with the nature, purpose and resolution of petitions, not just responding to voters' petitions, Delegate Nguyen Tien Nam suggested that, for specific issues, cases of handling policies for meritorious people or petitions to remove obstacles in processes and procedures that localities are stuck with, when responding, there should be specific instructions, a careful review of case files, and detailed responses so that voters and related departments and branches can apply and resolve the root cause...
