On September 10, the Department of Education and Training of Ho Chi Minh City issued a document requesting Thu Duc City and 21 districts to strengthen the management of revenues in the field of education and training; mobilize educational funding and operating expenses for parents in the 2024-2025 school year.
Accordingly, the Department of Education and Training of Ho Chi Minh City requested the People's Committee of Thu Duc City and 21 districts to issue instructions on revenue and expenditure for educational institutions according to management decentralization.
Educational institutions under Thu Duc City and 21 districts are only allowed to collect fees after receiving official instructions from Thu Duc City and 21 districts on instructions for collecting and using tuition fees and other fees for the 2024-2025 school year.
For non-public educational institutions, revenues must not increase by more than 10% compared to the previous school year.
According to the request of the Department of Education and Training, all collections must be fully and publicly announced in writing to parents, students, and pupils; the collection time must be extended, multiple collections must not be collected at the same time, and financial management regimes must be fully implemented according to regulations.
Regarding the operating expenses of the parents' representative committee, schools are not allowed to take advantage of the name of the parents' representative committee to collect fees outside of regulations.
In particular, the operating budget of the parents' representative board is managed and used by the parents' representative board and only serves the direct activities of the parents' representative board; the parents' representative board's budget is not used for purposes such as protecting school facilities, ensuring school security, supervising students' vehicles, cleaning classrooms, cleaning schools, rewarding school administrators, teachers, and staff, purchasing machinery, equipment, and teaching aids for schools, classes, or for school administrators, teachers, and staff, supporting management work, organizing teaching and learning and educational activities, repairing, upgrading, and constructing new school facilities.
The principal and head of the unit agree with the head of the school's parents' representative committee to decide on the plan for using the school's parents' representative committee's funds; funds will only be used after the entire school's parents' representative committee has agreed.
"Localities need to strengthen state management of revenue and expenditure in educational institutions in the area; be responsible for guiding, conducting inspections, checks, and applying strong sanctions to violations of regulations; and not allowing violations or incomplete implementation of regulations to occur," said Duong Tri Dung, Deputy Director of the Ho Chi Minh City Department of Education and Training.
