The Ho Chi Minh City People's Committee has just sent a document to relevant departments, branches and localities on the effective implementation of management and temporary use of a part of the roadway and sidewalk in the city.
Accordingly, the Chairman of the Ho Chi Minh City People's Committee assigned the Department of Transport and Public Works to coordinate with the Department of Justice and relevant agencies and units to review and advise the Ho Chi Minh City People's Committee to issue a Decision to abolish Decision No. 32/2023 (regulations on management and temporary use of part of the roadway and sidewalk in the city) of the City People's Committee according to shortened procedures. This content is guaranteed to be completed before April 15.

In addition, the Department of Transport and Public Works is also assigned to preside over and coordinate with units to review and propose the People's Committee to submit to the City People's Council for consideration of issuing a new Resolution to replace the Resolutions on promulgating temporary use fees for roadways and sidewalks and promulgating temporary use fees for roadways for car parking in Ho Chi Minh City.
The Department of Transport and Public Works will coordinate with the Ho Chi Minh City Institute for Development Studies and relevant agencies and units to review, report, and propose to the City People's Committee on the policy, scope, and budget for developing a Project on exploitation and use of roadways and sidewalks in Ho Chi Minh City, to be completed before April 10, 2024.
At the same time, review and summarize the difficulties and problems in the implementation of the Law on Road Traffic Order and Safety, Decree No. 165 of the Government (if any) to propose to the Ministry of Construction and the Government for consideration and guidance.
The Chairman of the Ho Chi Minh City People's Committee assigned the Thu Duc City People's Committee and districts to proactively review and implement the management and temporary use of a part of the roadway and sidewalk according to current regulations; direct the functional forces to increase patrols and resolutely and thoroughly handle cases of encroachment and illegal use of the roadway and sidewalk.
At the same time, localities must speed up the implementation of projects to renovate, repair and upgrade sidewalks in the area, ensuring order, traffic safety, environmental sanitation and urban beauty.
The Department of Home Affairs of Ho Chi Minh City is assigned to review and propose to evaluate the emulation work for localities that have implemented the management and collection of temporary fees for road and sidewalk use in 2024 at a higher level than the remaining localities; advise the Ho Chi Minh City People's Committee to severely criticize localities that have not implemented the management and collection of fees for road and sidewalk use, allowing the shortcomings as reported by the press in the past to occur.
Currently, some localities in Ho Chi Minh City such as Districts 1, 3, 4, 10 and 12 have pioneered the pilot project of collecting temporary sidewalk usage fees, with the total amount collected being more than 5 billion VND. District 1 alone collected more than 2.8 billion VND and paid into the city budget.
