Ho Chi Minh City plans to collect fees for using roads and sidewalks from early 2024.

Ho Chi Minh City will not implement toll collection on all routes, but only on eligible routes according to the issued list.

Ho Chi Minh City plans to implement temporary road and sidewalk usage fees from January 1, 2024. The content has just been stated in the report of the Department of Transport sent to the Ho Chi Minh City People's Committee on the level of temporary road and sidewalk usage fees in the city.

Accordingly, the fee for parking activities ranges from 20,000 - 350,000 VND/m2 and the fee for other activities ranges from 20,000 - 100,000 VND. The proposed fee depends on the average land price in 5 areas (each area is divided into central routes and remaining routes). Area 1 includes Districts 1, 3, 4, 5, 10, Phu Nhuan, Area A of the New Urban Area of ​​the South of the City, and Thu Thiem New Urban Area with the highest fee; while Area 5 is Can Gio District with the lowest fee.

Regarding the calculation of rental time, if the number of days of using the roadway or sidewalk is less than 15 days in a month, it is considered half a month; if it is 15 days or more in a month, it is considered 1 month. The unit of day is calculated as the use of the roadway or sidewalk in a certain period of time in a day (not necessarily 24 hours) and the fee is rounded to the nearest ten thousand dong for convenience in fee collection.

Fee payers are organizations and individuals who are allowed to temporarily use the roadway to organize cultural activities and car parking points serving cultural activities; as a transfer point for domestic waste of urban environmental sanitation enterprises; and to arrange parking points for motorbikes, motorbikes, and bicycles with a fee for parking services.

The expected time to start collecting fees is from January 1, 2024. All fees collected will be paid into the budget and used for the purpose of collecting fees and managing, maintaining, and exploiting roads and sidewalks.

According to calculations, the expected fee collected from this activity is 1,552 billion VND per year. The city will not implement it simultaneously on all routes, but only on routes that meet the conditions according to the issued list. Any individual or organization that needs to temporarily use the roadway or sidewalk will be subject to the above price.

According to Director of the Ho Chi Minh City Department of Transport Tran Quang Lam, when approved by the City People's Council, the Department as well as the District People's Committee will issue a list of routes eligible for temporary use of roadways and sidewalks for routes assigned to their management according to regulations of the City People's Committee. The organization of toll collection must be implemented with convenient procedures for organizations and individuals paying fees, in which toll collection must be considered in combination with licensing or approval of temporary use plans for roadways and sidewalks.

For activities of organizing business services, buying and selling goods; parking lots with parking fee collection, the People's Committee at the district level is responsible for reviewing the sidewalks in the management area that meet the conditions, determining the scope, selecting and announcing the list of sidewalk locations that are allowed to organize temporary activities. The locality also develops an implementation plan with a roadmap suitable to the reality and urban characteristics of each area in the management area.

According to the Ho Chi Minh City Department of Transport, the development of a project to collect fees for temporary use of roads and sidewalks in the city is one of the necessary solutions, contributing to restoring social order and urban beauty towards building a civilized and modern city suitable for the socio-economic development situation, ensuring efficiency in management and convenience for organizations and individuals in the process of participating in the temporary use of roads and sidewalks.

Last July, the City People's Committee issued regulations on the management and temporary use of a portion of the roadway and sidewalk, with priority given to traffic purposes. In the case of temporary use of the roadway and sidewalk for the above cases, the following principles must be ensured: not causing disorder in traffic safety; the remaining sidewalk for pedestrians must be at least 1.5m wide; the remaining roadway must be large enough to accommodate at least 2 lanes for one-way traffic.
