The Office of the Ho Chi Minh City People's Committee has just announced the conclusion of Vice Chairman of the Ho Chi Minh City People's Committee Duong Anh Duc at the meeting to listen to the Department of Education and Training report on some contents about non-public educational institutions, especially after the scandal related to Apax Leaders English Center (abbreviated as Apax Leaders).
Vice Chairman Duong Anh Duc assigned the Department of Education and Training to coordinate with relevant units to work with the leaders of Apax Leaders and request the implementation of commitments, provide solutions to overcome violations and responsibilities for learners, individuals and related organizations.
At the same time, the Department of Education and Training coordinated with the Department of Planning and Investment, the Tax Department, and the Ho Chi Minh City Social Insurance to assess the conditions for continued operation of Apax Leaders.
Mr. Duc requested to synthesize information, advise on a plan to resolve the incident and develop a plan to announce information about the incident to society. The above contents must be reported to the Ho Chi Minh City People's Committee before February 10.

Regarding the management of non-public educational institutions, the Vice Chairman of Ho Chi Minh City noted that information and propaganda should be provided to people to be vigilant and cautious when using services provided by these institutions.
The leaders of the Ho Chi Minh City People's Committee also assigned the police to support the enhancement of security and order at locations at risk of insecurity and disorder related to the Apax Leaders incident. It is necessary to assess the purpose and motive of individuals and organizations that intentionally disrupt security and order and take appropriate measures.
The scandal between Apax Leaders and parents in Ho Chi Minh City began in November 2022. At that time, many parents reported that the centers did not ensure quality, closed arbitrarily, and Apax Leaders repeatedly broke their promise to refund tuition fees and then cut off contact. It was not until early April 2023 that the company officially "finalized" a payment schedule with parents, but the tuition issue was still lingering.
At the end of December 2023, Apax Leaders continued to send letters of apology to parents and students at the centers for not being able to fulfill the promised payment schedule.
