Accordingly, the Ho Chi Minh City People's Committee has directed the Departments of Education and Training, Public Security, Labor - Invalids & Social Affairs, Tax Department... to handle the situation of Apax Leaders English Center.
Specifically, according to the document signed by Mr. Duong Anh Duc, Vice Chairman of the Ho Chi Minh City People's Committee, the Ho Chi Minh City People's Committee requested relevant departments and branches to strengthen coordination in resolving issues related to Apax Leaders English Center. If necessary, report and propose to the Ho Chi Minh City People's Committee for consideration and resolution.

The Ho Chi Minh City People's Committee made this move after Mr. Nguyen Ngoc Thuy (Shark Thuy), Chairman of the Board of Directors and General Director of Apax English Joint Stock Company - the investor of Apax Leaders English centers in the city, was prosecuted and temporarily detained by the investigation agency for fraud and property appropriation at the end of March.
Previously, right after Mr. Thuy was arrested, the Department of Education and Training reported to the Ho Chi Minh City People's Committee on the situation of the Apax Leaders English centers in the area.
According to the report, the Department of Education and Training has issued a decision to dissolve 20 Apax Leaders centers. For the remaining 19 centers, the Department of Education and Training is continuing to coordinate with local management agencies to review and assess the actual situation in order to carry out a handling plan in the direction of assessing the level of "serious violations of regulations on management, organization and operation of foreign language and information technology centers" as prescribed in Point a, Clause 1, Article 52 of Decree No. 46/2017 of the Government.

As for centers 5 and 15, Apax English Joint Stock Company reported that it would “relocate the premises and reopen in June 2024”. However, the Department of Education and Training is also considering suspending educational activities for these two centers in the direction of “due to objective reasons that do not ensure the normal operation of the center” according to Decree No. 46.
To ensure the legitimate rights and interests of students, the Ho Chi Minh City Department of Education and Training will mobilize foreign language centers in the area to support the reception of Apax Leaders students with preferential tuition fees. The Department of Education and Training also guides parents to contact relevant authorities to resolve the issue according to their authority.

Apax Leaders case develops quickly
According to the assessment of the Department of Education and Training of Ho Chi Minh City, the incident developed quickly, Apax Leaders closed a series of centers in a short time.
The centers in the system are large in scale (41 centers), wide in scope (16 districts and Thu Duc City) and have a large number of students (11,295 people).
In addition, the center still owes a large amount of money: Tuition is 93.8 billion VND; teachers and staff salaries until February 2023 are 11.6 billion VND; rental space is 9 billion VND.
The Department of Education and Training has worked directly with the Ho Chi Minh City Police (PA03), regularly updating the situation to ensure continuous information, ensuring security and order in the city and transferring all documents related to Apax Leaders English Center to the investigation agency (PC03).
In addition, the Department of Education and Training said that the Department always accompanies and creates conditions to attract businesses to participate in educational activities in the area, creating conditions for foreign language centers to resume operations after the pandemic (including Apax Leaders). The problem of Apax Leaders English Center is that financial resources and compliance with regulations to ensure educational quality have not been strictly followed, and salaries and social insurance for teachers have not been fully implemented.
Apax Leaders closed and temporarily suspended operations without reporting to the Department of Education and Training, causing confusion among parents and students; used foreign teachers in violation of regulations (different from the application for permission to resume operations).
In mid-March 2024, the Ho Chi Minh City Department of Education and Training informed that Apax Leaders had to refund a total of about 108 billion VND in tuition fees to parents in Ho Chi Minh City. Of which, this unit had paid 14.2 billion VND, still owing 93.8 billion VND. With the above debt, Apax Leaders proposed to pay in 2025, paying 4 billion VND each quarter, divided equally among parents until completion, the remaining debt carried over to the following year. This was also Mr. Thuy's last promise before being temporarily detained to investigate the crime of fraud and appropriation of property.
