The Ho Chi Minh City Department of Transport is implementing a plan to deploy tasks to effectively operate and exploit metro line 1 and carry out the task of organizing traffic in the station area and along the line.
According to the Department of Transport, metro line No. 1, the section from Van Thanh canal to Dien Bien Phu overpass, under Package CP2 - construction of the elevated section and depot is the overpass section through the residential area of Ward 22, Binh Thanh District, has been basically completed.
In the land occupation area (land clearance boundary) along the 22 m wide overpass section (35 m wide at the station location), green space items (shrubs, ornamental flowers, grass, irrigation system...) under the project to enhance green space along Hanoi Highway and Metro Line 1 have been implemented.
People and vehicles can access Van Thanh station through alley 48 of Dien Bien Phu street (about 5 - 7 m wide) or alley 135 of Nguyen Huu Canh street (about 7 m wide). These two alleys connect with alley 602 of Dien Bien Phu street (parallel to the overpass, about 7 m wide) leading to Van Thanh station.
On the other hand, according to the provisions of the Railway Law, the corridor along Metro Line 1 (within the land acquisition boundary) must ensure the service of fire prevention, explosion prevention, rescue and relief when necessary and no trees must be planted in this corridor. The stations of the line must ensure effective connection with other modes of transport, convenient for passengers to access and use.
Decree No. 56/2018 of the Government also stipulates that only temporary trees and trees under 1.5 m can be planted along the railway corridor. At the same time, the standards for operation and maintenance of urban railways and maintenance of urban railways require patrolling and visual inspection of items and structures of the works. Accordingly, there must be a path to ensure access and inspection of items and structures of the works.
The Urban Railway Management Board has recently proposed to add an access route to Van Thanh station to ensure better access to fire prevention and fighting, meet the requirements for emergency exits and evacuation of the station. At the same time, ensure convenient access, traffic and avoid congestion in the area around the station.
Based on the above contents, the Department of Transport recommends that the City People's Committee consider and approve the investment research policy to build a route along the overpass section from Van Thanh canal to Dien Bien Phu street (within the cleared railway corridor).
The Department of Transport recommends that the City People's Committee assign the Department of Planning and Investment to advise and submit to competent authorities for decision on assigning the task of preparing investment and arranging capital plan to implement this route. At the same time, assign the Department of Planning and Architecture to preside over reviewing and adjusting (if necessary) related planning of land area for railway of metro line No. 1 to ensure compliance with regulations.
