Quang Nam Social Policy Bank creates motivation to promote credit capital

Bright spot of Bac Tra My

During our business trip to Bac Tra My, we had the opportunity to meet Ms. Vu Thi Hoai Linh - Head of the Business Planning Team, Transaction Office of the District Social Policy Bank (CSXH).

Ms. Linh said that in February 2023, while working at the Transaction Office of the Social Policy Bank in Tien Phuoc District, she was assigned by the Social Policy Bank, Quang Nam Branch, to work in Bac Tra My District. At that time, although her children were still young, she still arranged to accept the new job.

Ms. Linh said that when carrying out the policy credit task in Bac Tra My district, she understood the hardships of cadres in the mountainous areas, sympathized with the disadvantages of the people in the highlands, thereby accumulating more life experience and belief in the work of transmitting preferential capital to the people.

In a new working environment and new position, Ms. Linh has learned and accumulated a lot of professional service experience, honed her "soft" skills, and built solid working relationships with local authorities, party committees, and related units.

“Working in a new locality helps me become more confident, brave and mature. The effectiveness of preferential capital has changed the local economic picture, giving people jobs and increasing their income, helping me love my job more and be more devoted to it,” said Ms. Linh.

Mr. Tran Van Quang - Director of the Transaction Office of the Social Policy Bank of Bac Tra My district said that as of February 28, 2025, the total outstanding policy credit balance in the district reached more than 591 billion VND with 8,342 borrowing households. The quality of policy credit is stable and sustainable; there is no overdue debt.

Policy capital in Bac Tra My has helped 6,793 poor, near-poor, and newly escaped-poverty households to have conditions to do business; 504 ethnic minority households have access to preferential capital to invest in production. From this capital source, jobs have been created for more than 1,670 workers; supported 248 students with study loans; helped 2,261 households in difficult areas have capital for production and business.

In addition, policy credit has provided capital to build more than 2,794 clean water and sanitation facilities; improved housing for 43 poor households, built 40 social houses; and created capital for 493 households to plant more than 1,445 hectares of forest.

“Our emulation movement is to bring capital to households in need of loans, contributing to building new rural areas, reducing poverty, and ensuring social security. Thereby, helping local people improve their quality of life,” said Mr. Quang.

Far-reaching effects

Talking about the emulation and reward work of the unit in recent times, Mr. Le Hung Lam - Director of the Bank for Social Policies, Quang Nam branch said that the unit innovated the content, form and method of organizing emulation movements towards focusing on the grassroots level.

Closely follow the political tasks, key and urgent tasks to organize and launch with diverse forms of emulation, specific criteria, practical content. The commendation work ensures quality, efficiency, and substance; focuses on extraordinary commendation; the scope and subjects of commendation are increasingly expanded. The work of organizing, announcing and awarding emulation and commendation titles to collectives and individuals is timely and in accordance with regulations.

In the period of 2020 - 2025, the patriotic emulation movement of the Social Policy Bank, Quang Nam branch has developed widely, spread, and achieved practical results. The unit was awarded the First Class Labor Medal by the President. The Social Policy Bank transaction office in Tien Phuoc district was awarded a Certificate of Merit by the Prime Minister.

The Governor of the State Bank awarded Certificates of Merit to 20 groups and 41 individuals of the entire branch; recognized the title of Emulation Fighter of the banking sector to 12 individuals; and awarded Emulation Flags to the branch twice. The General Director of the Bank for Social Policies awarded Certificates of Merit to 35 groups and 353 individuals of the entire branch.

According to Mr. Le Hung Lam - the patriotic emulation in the past time at the Bank for Social Policies, Quang Nam branch has left valuable lessons. That is, the head of the unit has a correct understanding of the emulation and reward work, considering it an effective tool for operating and managing all activities of the unit.

Emulation becomes a widespread movement, all cadres, civil servants and workers must actively participate to create great spiritual strength, deeply affecting each cadre in the unit.

Improve the quality of rewards to become a driving force; praise and properly recognize the achievements of each individual and collective, creating an atmosphere of enthusiastic, united and responsible work. Strengthen the relationship of responsibility between the Party Committee, the government and mass organizations in the unit, creating high consensus from launching, directing to organizing implementation to compete to clearly demonstrate patriotism.
