Clearly define development goals

On June 22, at the 16th session (special session), delegates of the Ho Chi Minh City People's Council unanimously approved the dossier for approval of the Ho Chi Minh City Planning for the 2021-2030 period, with a vision to 2050.

Reporting at the meeting, based on national and regional corridors, Ho Chi Minh City People's Committee proposed 2 spatial development scenarios.

Specifically, with scenario 1, Ho Chi Minh City will form a central urban area (including 16 districts), a parallel urban area of ​​Thu Duc city and 5 satellite cities (including Cu Chi, Hoc Mon, Binh Chanh, Nha Be and Can Gio).

With scenario 2, Ho Chi Minh City forms a central urban area (including 15 districts), a Thu Duc city and 2 parallel urban areas including Cu Chi - Hoc Mon, Binh Chanh and Nha Be - District 7 - Can Gio.

In which, Ho Chi Minh City People's Committee proposed to choose scenario 1 because of its high feasibility, suitability with the conditions of the planning period and the plan to arrange administrative units at district and commune levels of the city.

From there, the delegates raised many opinions about the planning of Ho Chi Minh City in various fields. Regarding the nature of the city planning project, according to Delegate Vuong Duc Hoang Quan, this project is the basis for other planning including general planning, master planning and sectoral planning.

Therefore, it is necessary to review to ensure compatibility and appropriateness of the project's role with approved urban and sectoral planning.

Meanwhile, Delegate Truong Le My Ngoc said: "To achieve effectiveness, people's participation in the planning implementation and supervision process is a key factor."

Therefore, it is necessary to establish an independent inspection and monitoring system to ensure that all decisions and actions of government agencies comply with approved planning.

Information related to planning, decisions to change or adjust planning must be made public in the mass media so that people can access and monitor.

More notably, the delegates also focused on discussing the group of people's issues that the public is interested in. Delegate Pham Dang Khoa proposed to recalculate the land fund for education; at the same time, he proposed that there must be an education industry, a mindset for development, educational industry exchange, and an orientation towards education export.

Delegate Pham Thi Thanh Hien said that by 2030, Cu Chi district will need a total of about 4,200 hospital beds to ensure health care for the people. With the population growth rate by 2030, Cu Chi district will need to add about 2,000 more hospital beds to meet the medical examination and treatment needs of the people in the district.

Step by step to upgrade district to city

Presenting the comments from the Ho Chi Minh City People's Council delegates, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai said: "By 2030, 5 suburban districts will not become cities but will receive infrastructure investment to achieve type III urban areas, then a suitable model will be considered."

According to Mr. Mai, from now until 2030, Ho Chi Minh City will still maintain 22 administrative and urban units, including the central urban area in the existing area, Thu Duc city, 16 districts, and 5 counties.

In this phase, Ho Chi Minh City will increase internal strength for urban areas and administrative units. In particular, the locality will focus on clearly defining the model of a city within a city for Thu Duc city. With 5 districts, infrastructure will be invested so that localities can meet the standards of a type III urban area.

According to regulations, a type III urban area must meet a number of standards such as: the total urban population must be from 150,000 people or more; the population density of the inner city and inner town must be from 6,000 people/km2 or more; the rate of non-agricultural labor in the inner city and inner town must be at least 75% of the total labor force...

Chairman of Ho Chi Minh City People's Committee Phan Van Mai spoke and received opinions at the meeting.

According to Mr. Mai, Thu Duc city "needs to be further reinforced" to complete the city-within-a-city model.

This ensures compliance with the general planning for the period 2030-2040, which is Ho Chi Minh City has 5 urban areas (central, Thu Duc, South, Northwest, Southwest). Can Gio district will be further studied to determine whether it is a separate area or located in the South area.

"After 2030, if the city-within-a-city model is effective, the three regions including the South, Northwest, and Southwest will be organized in a similar model to Thu Duc city," said Mr. Mai.

Ho Chi Minh City has determined that in the 2021-2030 period, it will strive for GRDP growth of 8.5-9%. Mr. Mai acknowledged that this is a challenge for the City but must strive to implement it, creating a foundation for Ho Chi Minh City to achieve double-digit growth after 2030.

To do this, Ho Chi Minh City has a specific implementation plan, decides on a key investment portfolio, has breakthrough solutions and allocates appropriate resources for implementation. At the same time, Ho Chi Minh City will focus on effectively removing the 9 groups of bottlenecks that have been proposed.
