Schools will base their selection of textbooks for the new school year on the criteria issued by the Ho Chi Minh City People's Committee.
According to the Ho Chi Minh City People's Committee, the selection of textbooks in general education institutions in the city must meet two criteria:
Criterion 1 : Suitable for the socio-economic characteristics of the city. Specifically: Suitable for educating students on political ideology, traditions, ideals, ethics, and lifestyles; helping them to internalize and be proud of the city's dynamic, creative, and compassionate culture and traditions, and to be proud to be citizens of Vietnam; living responsibly towards their families, communities, and society.
Modern knowledge, integrated regionally and internationally, with practical relevance to students' daily lives and surrounding environment.
Ensuring continuity and conformity with the customs, traditions, lifestyles, and culture of Vietnamese people throughout the country, with particular attention to the customs, traditions, lifestyles, and culture of the city.
In line with the city's educational and training development orientation, the goal is to build Ho Chi Minh City into a smart city, aiming to train high-quality human resources that meet international standards and the requirements of regional and international integration.
Encouraging students to conduct scientific research, fostering active and proactive learning, and developing self-study and research skills; providing open-ended education, creating opportunities for students to experience and maximize their creativity, and enabling them to acquire and apply knowledge to life.
Ho Chi Minh City has set out two criteria for selecting textbooks.
The second criterion is suitability to the conditions for organizing teaching and learning at general education institutions, including:
Matching the capabilities and qualifications of the staff, administrators, and teachers... to serve educational goals, especially in organizing the teaching of foreign languages, computer science, and STEM topics (Science, Technology, Engineering, and Mathematics).
Suitable for modern facilities and teaching equipment; effectively meets and leverages the strengths of information and communication technology in organizing educational activities.
Ensuring differentiation and diversity in school types and classes, creating conditions to encourage dedicated, dynamic, and creative administrators and teachers; developing their abilities and strengths in organizing teaching and learning oriented towards fostering students' qualities and competencies; and strengthening social skills education.
Responding positively and openly to innovation in organizational forms, teaching and learning methods, and assessment towards smart education, approaching international standards, and building a learning society.
Based on the two criteria stipulated by the Ho Chi Minh City People's Committee mentioned above, and according to Circular 27 of the Ministry of Education and Training on textbook selection, secondary schools must establish textbook selection councils to ensure democratic, objective, open, and transparent implementation, for the benefit of students.
