THE TEST STRUCTURE HAS MANY NEW POINTS
The competency assessment test from 2025 will still include 120 objective multiple-choice questions with 150 minutes to complete and will be conducted on paper. The test score is converted by section and the maximum total score for the entire test is 1,200.
The exam structure from 2025 also consists of 3 parts. Part 1 uses language including 30 Vietnamese questions and 30 English questions; Part 2 includes 30 math questions. Part 3 on scientific thinking alone has 12 questions on data analysis logic and 18 scientific reasoning questions.
Compared to the old test structure, the new test structure has many differences, first of all the adjustment of the number of questions in each section. Specifically, the language section 1 has increased by 20 questions compared to before (the old test section 1 only had 40 questions). The number of questions in section 2 remains the same but is reduced by 20 questions in section 3 (the old test section 3 had 50 questions).
Not only the number of questions, the structure of the competency assessment test from 2025 has been strongly adjusted by Ho Chi Minh City National University in terms of content of part 3. Previously, part 3 dealt with problems with 50 questions related to 5 areas of knowledge including: chemistry, physics, biology, geography, history. Now, this part of the test has been restructured into a scientific thinking test with only 30 questions.
Compared with the old exam structure, the new capacity assessment exam structure of Ho Chi Minh City National University has many differences, first of all, the adjustment of the number of questions in each test section.
According to information from Ho Chi Minh City National University, the questions in the scientific thinking section are designed to provide information, data, facts, experimental planning, and experimental results, thereby requiring candidates to demonstrate their ability to understand and apply information, determine experimental results, and predict laws. The scientific thinking section aims to assess candidates' ability in logic and scientific reasoning when solving real-life situations in the fields of science, technology, economics, and society.
The test results are determined by modern multiple choice methods according to the question response theory. The score of each question has different weights depending on the difficulty of the question. The maximum score for each component of the test is shown on the score sheet as follows: Vietnamese is 300 points, English is 300 points; mathematics is 300 points and scientific thinking is 300 points.
CANDIDATES ARE NOT ALLOWED TO CHOOSE A FIELD OF KNOWLEDGE
The important adjustment in the structure of the Ho Chi Minh City National University's competency assessment test from 2025 lies in the third part of the test. Notably, candidates taking this test in 2025 will not be able to choose the field of knowledge in part 3 as previously announced.
Previously, in November 2023, Ho Chi Minh City National University announced the orientation of the structure of the competency assessment exam from 2025, which will still include 3 parts: language use; mathematics, logic and data analysis; problem solving. The adjustment of the exam structure is in part 3 when allowing candidates to randomly choose 3 out of 6 groups of knowledge fields including: physics, chemistry, biology, history, geography, economic education and law. According to this orientation, the exam will have the appearance of a new group of fields appearing in the 2018 General Education Program related to economic and legal education, candidates can choose the exam subject instead of being required to answer all questions in part 3 like the old exam.
However, with the newly issued official exam structure, candidates are not allowed to choose a field of knowledge in the third part of the exam but must answer questions from the entire exam, including questions related to subjects that students did not study in high school. This makes not only students feel confused.

HO CHI MINH CITY NATIONAL UNIVERSITY EXPLAINS THE ADJUSTMENT
Explaining this adjustment, Ho Chi Minh City National University said that from 2025, the structure of the competency assessment test will be adjusted to match the 2018 General Education Program. In particular, the number of questions in the two parts using language and mathematics will be increased to increase the reliability and differentiation of the test. At the same time, this test aims to ensure fairness and create equal opportunities in accessing university education for all candidates, even when they choose different subjects in high school. This approach to the test is also consistent with the combined admission orientation of Ho Chi Minh City National University member units.
Sharing more information, Dr. Nguyen Quoc Chinh, Director of the Center for Testing and Assessment of Training Quality (Ho Chi Minh City National University), said that part 3 of the previous exam required candidates to solve in-depth problems in 5 specific subjects and students had to study that subject to be able to do it. Now, with the same problem-solving approach, candidates do not necessarily have to choose to study that subject in the 2028 General Education program but can still do it if they have good reasoning and logic skills. Dr. Chinh affirmed: "The questions in part 3 are provided with full information and data in a general form about scientific, technological, economic and social issues that any student can apply their abilities to solve. The goal of this adjustment is that students can do it regardless of which combination they choose."
Regarding this change, Dr. Chinh added: "Previously, Ho Chi Minh City National University thought of allowing candidates to choose any 3 out of 6 subjects in part 3 when adjusting the exam structure from 2025 to suit the new General Education program. However, given the diversity of students in choosing subjects, it was found that it was very difficult to meet the fairness for candidates if following that direction. Because we foresaw the risk, we decided to adjust in the most equitable direction for all candidates."
According to the Director of the Center for Testing and Training Quality Assessment, part 3 of the exam will no longer have questions based on specific subjects but will be general issues about science, technology, economics and society. Of the 120 questions in the entire exam, 102 questions will be given in a stable direction like the old exam. Only 18 questions will be adjusted from in-depth to non-in-depth direction. "The structure of the new exam remains stable at 85% compared to the old exam, so students do not need to worry. As long as they study well the General Education program, students can meet the requirements of the exam. However, students with better reasoning, synthesis and reading skills will have an advantage when taking the exam," Dr. Nguyen Quoc Chinh added.
Opinions on the new exam structure
According to Master Bui Van Cong, an online competency assessment teacher in Ho Chi Minh City, the focus of the exam revolves around 3 subjects: math, English, Vietnamese, while the other 6 subjects do not play a very important role. In particular, candidates who are good at English will have a great advantage because the math and Vietnamese sections tend to be more difficult, while the English exam retains the same structure.
Mr. Le Minh Xuan Nhi, Director of the NP Knowledge Culture Training Center, commented that the 2025 capacity assessment exam structure of Ho Chi Minh City National University has an unbalanced weighting of the sections, when 6 groups of knowledge fields only account for a total of 18 questions, or 3 questions/subject. This raises 2 issues: is the question going against the direction of the 2018 General Education Program, and is it suitable for admission?
According to Mr. Nhi, the new program allows students to choose a combination of subjects, so there will be students who have never studied chemistry, physics, or biology in all 3 years of high school. Therefore, students absolutely cannot complete all the questions if they only study in class. "A student who is good at English and knows nothing about chemistry or biology can still get a higher score than a student who is only good at English but good at chemistry or biology, because the weight for the remaining 6 subjects is too small," Mr. Nhi commented.
