(NLDO)-Immediately after the Ministry of Education and Training issues the Regulations on Secondary and High School Exams, the Ho Chi Minh City Department of Education and Training will submit to the City People's Committee a proposal for a third exam subject in the 10th grade exam.
On the morning of January 8, speaking with a reporter from Nguoi Lao Dong Newspaper , Mr. Ho Tan Minh, Chief of Office of the Department of Education and Training of Ho Chi Minh City, said that the department will submit a request for the opinion of the City People's Committee on the third subject of the 10th grade exam for the 2025-2026 school year, in which the third subject is oriented to be English.
This move was made right after the Ministry of Education and Training issued the Regulations on Secondary and High School Admissions this morning, January 8. In which, the Ministry of Education and Training stipulates that the 10th grade entrance exam includes 3 subjects: math, literature and a third subject or test selected by the Department of Education and Training.
The third exam is selected from the subjects assessed by scores in the general education program at the secondary level, ensuring that the same third exam subject is not selected for more than 3 consecutive years. The third exam is a combination exam of a number of subjects selected from the subjects assessed by scores in the general education program at the secondary level.
Regarding the exam time, the Ministry of Education and Training stipulates: Literature 120 minutes; Math 90 minutes or 120 minutes; The third exam is 60 minutes or 90 minutes; Combined exam 90 minutes or 120 minutes.
The exam content is within the secondary school education program, mainly grade 9.
Previously, the City Department of Education and Training also sent a document to the Ministry of Education and Training to comment on some contents of the Ministry's proposed amendments and supplements to the Ministry's Junior High School and High School Admission Regulations.
According to the Department of Education and Training of the City, at the secondary level, Circular 32/2018 of the Ministry of Education and Training clearly stipulates that it is necessary to ensure that students have access to basic knowledge and issues, understand the principles and determine their own orientation, as a basis for choosing appropriate subjects at the high school level to study and research in depth, as a basis for career orientation at the university level according to their strengths.

Therefore, the decision to have a third exam subject must ensure that it does not affect psychological issues, the review process and the choice of subjects at the high school level of students. Based on the 2018 General Education Program, high school has 6 compulsory subjects including: Literature, Mathematics, Foreign Language, Physical Education, National Defense - Security Education, History. Of which, foreign language is a compulsory subject for students to study from grade 3 to grade 12; the remaining subjects when entering high school, students can choose not to study for 3 years, due to their career orientation. Therefore, randomly choosing subjects other than Mathematics and Literature leads to students having to take subjects that are not in their orientation, thereby causing psychological "shock" and stress before the exam.
The Department of Education and Training of the City believes that choosing a foreign language as the third subject ensures psychological stability, consistent with the career orientation goals of all students due to the consistent characteristics of the 2018 General Education Program. Choosing a foreign language meets the goals set by the Politburo in Conclusion 91-KL/TW on gradually making English the second language in schools, aiming for learners to become global citizens in the future.
The annual 10th grade exam in Ho Chi Minh City includes 3 subjects: Literature, Math, Foreign Language (mainly English); test time is 120 minutes for Math and Literature, 90 minutes for Foreign Language.
