Deputy Minister of Education and Training Pham Ngoc Thuong speaks at the conference
On August 16, the Ho Chi Minh City Department of Education and Training held a conference to summarize the 2023-2024 school year and deploy tasks for the 2024-2025 school year. At the conference, Deputy Minister of Education and Training Pham Ngoc Thuong acknowledged the outstanding results of Ho Chi Minh City as well as set out specific requirements for promoting the strengths of English proficiency for students in the city.
Deputy Minister of Education and Training Pham Ngoc Thuong noted that Ho Chi Minh City is the locality with the second largest number of students in the country and according to statistics, there are currently 347,000 students without a household registration. However, Ho Chi Minh City has implemented digital transformation in primary school enrollment very prominently and has a mechanism to create conditions for students without a household registration to still participate in learning with the view of "leaving no one behind".
"The implementation of enrollment without being too mechanical or rigid shows that Ho Chi Minh City has overcome difficulties and made efforts to ensure enough places for people to study in the context of increasing urbanization in the city, with great pressure on schools...", Mr. Thuong said.
In particular, Deputy Minister Pham Ngoc Thuong pointed out that the impressive point of Ho Chi Minh City's education is that it has successful educational models such as digital classrooms, open classrooms, and the project "Teaching and learning math, science and English integrating the English and Vietnamese programs" according to Decision No. 5695/QD-UBND dated November 20, 2014 of the Ho Chi Minh City People's Committee" (referred to as Project 5695/QD-UBND). These models have promoted the advantages of the city.
Mr. Thuong analyzed: "Why for the past 8 years, the English graduation exam scores of Ho Chi Minh City students have always been the highest in the country? That is the attention of the City government, the advisory work, proactive proposals of the Department of Education and Training, and the implementation of programs in the education sector. With a favorable, dynamic, and creative educational environment in the city's economic development management, the above achievements have been created; including Project 5695 that the Department of Education and Training has persistently implemented over the past 10 years."
The city-level English program with the theme Open House - Teaching and learning English for grade 4 of the 2018 General Education Program through Vietnamese culture was held at Le Duc Tho Primary School (Go Vap District, Ho Chi Minh City) in early 2024.
From there, Mr. Thuong assigned the task: "HCMC is the economic locomotive not only of the country but also of the region, the English proficiency of students must be on par with the region and the world. With the achievements that have been achieved, HCMC must have higher requirements and more demands.
How will Ho Chi Minh City have schools using English as a second language the soonest and most nationwide? The Ministry of Education and Training will work with the city to implement because the city has regulations and bases for implementation, such as the implementation of the English project over the past time. With socio-economic development, a favorable environment, and openness in direction and administration, Ho Chi Minh City education is the leading flag of the whole country in organizing and implementing teaching and learning. I believe that the ministries will have direction so that this is a bright spot, summarized, drawn from, and replicated nationwide."
In addition, the Deputy Minister of Education and Training noted that the city must pay attention to and take care of the teaching staff in the form of both encouragement and inspiration, creating conditions and mechanisms. Taking care of the staff, teachers are dedicated and committed, then all basic difficulties will be solved.
Regulations for high school graduation and grade 10 exams will be issued no later than November.
This school year, there are many new points, including the 10th grade exam, high school graduation exam, and excellent student exams at all levels according to the 2018 General Education Program. Therefore, the Ministry of Education and Training will soon issue regulations for schools to implement and deploy. At the latest in November, regulations on high school graduation exams and regulations guiding the 10th grade entrance exam will be issued so that students and teachers can prepare and not be surprised by the exam method.
