On October 16, the Ho Chi Minh City Land Price List Appraisal Council reported on the appraisal of the draft decision amending and supplementing Decision 02/2020/QD-UBND dated January 16, 2020 of the Ho Chi Minh City People's Committee regulating the land price list in the city.
The report stated: The City Land Price List Appraisal Council agreed with the proposal of the Department of Natural Resources and Environment in the report No. 10487, the opinions of the council's working group and the draft decision to amend and supplement Decision 02/2020; Assign the City Department of Natural Resources and Environment to complete all documents and procedures based on legal regulations to submit to the City People's Committee for consideration and decision.
According to the City Land Price Appraisal Council, in previous submissions, the Department of Natural Resources and Environment used agricultural land price data to calculate compensation in the city to propose agricultural land prices that did not fully reflect the price of pure agricultural land for cultivation and production activities.
Now, in the report No. 10487, the Department of Natural Resources and Environment has built a land price list for agricultural land based on the agricultural land price stipulated in Decision 02/2020 multiplied by the land price adjustment coefficient (coefficient K) according to Decision No. 56/2023 to ensure stability for agricultural production activities is appropriate.
This also does not affect the case of land acquisition by the State because then the person whose land is acquired will have the specific land price determined according to market price to calculate compensation.
Two days ago (October 14), the Department of Natural Resources and Environment of the City submitted Document No. 10487 to the City Land Price Appraisal Council regarding the issuance of a decision to amend and supplement Decision 02/2020 of the Ho Chi Minh City People's Committee regulating the land price list in the city.
Agricultural land will be divided into 3 areas and 3 locations.
Specifically, Area 1 includes: District 1, District 3, District 4, District 5, District 6, District 10, District 11, Binh Thanh District, Phu Nhuan District. Area 2 includes: District 7, District 8, District 12, Tan Binh District, Tan Phu District, Binh Tan District, Go Vap District, Thu Duc City. Area 3 includes: Binh Chanh District, Hoc Mon District, Cu Chi District, Nha Be District, Can Gio District.
Location 1: land plot adjacent to the roadside (road named in the land price list) within 200m. Location 2: land plot not adjacent to the roadside (road named in the land price list) within 400m. Location 3: remaining locations.
In order to create conditions for the city's agricultural production sector to stabilize and develop to ensure the food security strategy, departments and branches have balanced the previous collection levels and the collection rates in Decree 103/2024 of the Government regulating land prices to propose agricultural land prices to ensure harmony of interests between the State, land users and investors as prescribed in Clause 1, Article 158 of the 2024 Land Law and under the authority of the City People's Committee, applying agricultural land prices in Decision 02/2020 multiplied by the corresponding coefficient K for each area and location in Decision 56/2023. In which, area 1 multiplies coefficient K by 2.7 times. Area 2 multiplies coefficient K by 2.6 times. Area 3 multiplies coefficient K by 2.5 times.
The price of land for annual crops (rice land and land for other annual crops) in area 1, location 1 is 765,000 VND/m2, location 2 is 540,000 VND/m2 and location 3 is 432,000 VND/m2. For area 2, location 1 is 650,000 VND/m2, location 2 is 520,000 VND/m2 and location 3 is 416,000 VND/m2. For area 3, location 1 is 625,000 VND/m2, location 2 is 500,000 VND/m2 and location 3 is 400,000 VND/m2.
For perennial crop land, in area 1, location 1 is 810,000 VND/m2, location 2 is 648,000 VND/m2 and location 3 is 518,000 VND/m2. For area 2, location 1 is 780,000 VND/m2, location 2 is 624,000 VND/m2 and location 3 is 499,000 VND/m2. For area 3, location 1 is 750,000 VND/m2, location 2 is 600,000 VND/m2 and location 3 is 480,000 VND/m2.
For non-agricultural land, land with street frontage (streets listed in the residential land price list), applies to plots of land and land areas with at least one side adjacent to an existing road (roadway, roadside, sidewalk) specified in the adjusted land price list.
Of which, the highest land price is on Nguyen Hue, Le Loi, Dong Khoi streets (District 1), with the highest price up to 687.2 million VND/m2.
The following locations that are not adjacent to the street frontage include: Location 2 applies to plots of land and land lots with at least one side adjacent to an alley with a width of 5m or more, then it is calculated as 0.5 of location 1. Location 3 applies to plots of land and land lots with at least one side adjacent to an alley with a width of 3m to less than 5m, then it is calculated as 0.8 of location 2. Location 4 applies to plots of land and land lots with the remaining locations, then it is calculated as 0.8 of location 3.
In case the above locations have a depth from the inner edge of the road (roadway, curb, sidewalk) of the road frontage (according to the cadastral map) of 100m or more, the land price will be reduced by 10% for each location.
For land prices for non-agricultural production and business that are not commercial or service land, including: Land for industrial parks, export processing zones, Quang Trung software park, industrial clusters, minerals; land used for national defense and security purposes; land used for public purposes; land for construction of agency headquarters, land for public works; warehouses, yards, stations, bus stations, wharves, seaports, river ports, parks, thematic parks, and zoos and botanical gardens, land prices are regulated as follows:
In Districts 1, 3, 4, 5, 6, 10, 11, Binh Thanh, Phu Nhuan, the price is 50% of the price of land for non-agricultural production and business that is not commercial or service land. In Districts 7, 8, 12, Tan Binh, Tan Phu, Binh Tan, Go Vap, Thu Duc City, the price is 60% of the price of land for non-agricultural production and business that is not commercial or service land.
In Binh Chanh, Hoc Mon, Cu Chi, Nha Be, Can Gio districts, the price is calculated at 75% of the price of land for non-agricultural production and business that is not commercial or service land.
