By the end of August 2024, Ha Long City's socio-economic indicators had many outstanding results, and the economy maintained a stable growth rate. However, storm No. 3 made Ha Long the most severely damaged locality in the province, directly affecting the completion of growth targets. Determined to overcome difficulties, Ha Long City quickly overcame the consequences of the storm and implemented a series of drastic and flexible solutions to maintain the growth target of the year.
Focus on reconstruction after the storm
From the beginning of the year to the end of August, Ha Long City has carried out its tasks in a favorable context, many targets have been achieved, the work of Party building and the political system has been increasingly developed, the great solidarity of the people has been consolidated and strengthened, the economy has grown stably, social security, labor, employment, support for the disadvantaged, education and training, health care, culture, and sports have continued to receive attention, and people's lives have been increasingly cared for and improved.
However, on September 7, storm No. 3 hit, causing serious damage to people and property in the city, with total estimated damage of nearly 10,000 billion VND. Ha Long after the storm had no electricity or clean water, telecommunications signals were almost paralyzed, more than 1,000 roads were broken trees, tens of thousands of hectares of forest were bare... The storm caused severe damage to key production sectors, from industry, services, tourism, to agriculture, significantly affecting the local economic growth.
The problem for Ha Long City right after the storm was to quickly overcome the consequences, stabilize people's lives and business production. As soon as the storm passed, the reconstruction work was focused on by the Party Committee, government and people in the city, taking advantage of every minute and hour.
The whole city had nearly 65,000 people, about 2,000 vehicles, and machines serving the environmental cleaning work. The city also established 541 volunteer groups in villages and neighborhoods with thousands of participants to overcome the consequences of natural disasters and help affected families. And after only 7 days of general mobilization to clean up and renovate, Ha Long City was revived clean and beautiful, and life returned to normal.
Ms. Le Thu Quynh (Hong Hai ward) shared: After only a few days, with the intervention of the government and the cooperation of the people, Ha Long streets have almost returned to their pre-storm glory, the only difference being the lack of green leaves of the trees.
Along with environmental cleaning and repairing schools and hospitals, the city has provided emergency support of VND14 billion to 33 communes and wards to overcome the damage caused by storm No. 3; about VND30 billion to support households whose houses were collapsed or severely damaged, and households that had to be urgently evacuated.
The peak campaign was completed at lightning speed, leaving in the people and tourists positive feelings and spirit about a resilient Ha Long city, and the united, generous, civilized and affectionate Ha Long people.
Only desk, no back desk
Immediately after the storm recovery campaign ended, the city continued to focus on socio-economic development tasks to ensure the completion of the development goals set for 2024. Secretary of the Ha Long City Party Committee Vu Quyet Tien shared: Maintaining a double-digit growth rate in the current context is really difficult. Therefore, immediately after bringing the city's life back to normal, the Standing Committee of the City Party Committee focused highly on socio-economic development tasks. In particular, focusing on solutions to quickly restore the production - supply chain, promptly remove difficulties for businesses, speed up the progress of key projects, increase budget revenue, bring back Ha Long Bay tourism activities...
With the right decisions, solidarity, unity, joint efforts and consensus of the entire political system, business community and people of all walks of life, by the end of September, 10/20 targets identified in Resolution No. 77-NQ/TU dated December 12, 2023 of the City Party Committee had been achieved and exceeded the set plan.
Production value in the first 9 months of 2024 reached over 175,000 billion VND (up 17.8% over the same period in 2023). Of which, the production value of the service industry reached over 56,300 billion VND (up 22% over the same period); the production value of the industry - construction industry reached over 117,500 billion VND (up 15.8% over the same period); the production value of the agriculture, forestry, fishery and aquaculture industry reached 1,260 billion VND (up 6.2% over the same period).
In particular, the tourism and service sector had a strong breakthrough with the total number of tourists reaching 9.2 million (equal to 133% over the same period), international visitors reaching 2.13 million (increased by 2.4 times over the same period); total revenue from tourism reached over 20,000 billion VND (equal to 134% over the same period).
Social security in the city in the first 9 months was focused on, with jobs created for over 7,000 workers (reaching 101.3% of the yearly plan); an additional 7,200 people participated in compulsory and voluntary social insurance (reaching 103% of the yearly plan).
Assessing the local results at the 56th Ha Long City Party Committee Executive Committee Conference on the implementation of tasks in the past 9 months, comrade Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, affirmed: The results achieved in implementing the Party building and socio-economic development targets in the past 9 months of Ha Long City demonstrate the high political determination, proactiveness, decisiveness, daring to think, daring to do, daring to take responsibility of the Executive Committee and Standing Committee of the Ha Long City Party Committee. The actions and results achieved by the Ha Long City Party Committee have firmly consolidated the people's trust.
Continuing the achievements, in the last 3 months of the year with the determination to only discuss work, not retreat, Ha Long City will deploy fundamental solutions to both "sprint" to comprehensively implement the set targets and build the city. Accordingly, the city will resolutely overcome the manifestations of fear of responsibility, shirking, avoiding, causing hindrance to development; speed up the progress of works and projects to welcome the Party Congresses at all levels; focus on building and effectively implementing the Master Plan for rebuilding the city, overcoming the consequences after storm No. 3; build a budget revenue and expenditure scenario close to the practical situation; actively and effectively implement zoning plans; effectively implement social security policies, improve the quality of education and training.
